Fines for Failing to Comply

Beginning on July 1st, 2021, once a new or renewed contract is signed on a Wilton rental property, all Healthy Homes compliance work need to be completed inside of 90 days.

Wilton Healthy Homes Compliance Timeframes

Tenancies signed between 1 July 2019 to the 30th June in 2021

  • Underfloor and ceiling insulation is mandatory for all Wilton and New Zealand rental homes where it’s reasonably practicable to install.
  • A Healthy Homes Declaration of Intent, an Insulation Statement and an Insurance Statement should be included with any renewed, new or modified tenancy agreement.
  • Property managers and landlords have to keep records that demonstrate conformance with the Healthy Homes Standards that apply or will apply to an apartment rental.

Beginning 1 July 2021

  • Property managers and private landlords should make sure their rental properties comply with the Healthy Homes Standard within 90 days of any new, renewed , or altered lease.
  • All boarding houses (except Kainga Ora and Community Housing Providers with registered boarder household tenancies) must meet the Healthy Homes Standards regardless of the date when the tenancy started.

Beginning 1 July 2023

  • All houses that are rented out to Kainga Ora (formerly Housing New Zealand) and Community Housing Providers that are registered must comply with the Healthy Homes Standards regardless of the date the tenancy was started.

Unreasonable Gaps & Holes

Proper heating is crucial for healthy homes

Heating Wilton

Wilton rental properties must have a fixed source of heat which can warm the principal or the biggest living room to at least 18 degrees Celsius, even on the coldest days of the year. This is the recommended minimum indoor temperature that is recommended by the World Health Organisation for people’s physical well-being and mental outlook.

The source of heating needs that it be permanently fixed (i.e., not portable) with at least 1.5 horsepower in capacity, and must meet the minimum requirement for heat capacity for the main living space. Ceiling and underfloor insulation has been compulsory in all rental homes from 1 July 2019. Property managers and landlords must make sure that the insulation is in line with this new standard.
