It is also crucial to note that landlords with multiple rental properties may face additional fines for non-compliance. The highest penalties are handed down for the most serious violations, and landlords who own six or more properties can be fined up to $50,000, and even as high as $100,000 in hearings.

Unreasonable Gaps & Holes

Draught Stopping Thorndon

Draughts can lead to less temperature in houses. A damp home will cost more to heat, which results in wasting energy and incurring higher costs.

If a draught can be noticed from gaps that are not adequate or holes, it requirements to be closed.

What are unreasonable gaps or holes?

If you are able to feel external air getting in, or see the sound of a clear draught emanating from a crack or a gap or crack, then it’s likely to be a gap or hole which needs sealing in somehow. Cracks or gaps with large gaps must be stopped permanently. Cracks that are greater than 3mm and let air into or out into your house require to be sealed. In the case of an open fireplace isn’t used it may cause draughts and should be sealed from. Landlords and property managers are accountable for making sure that these draughts are stopped as far as imaginable.

There is no need to block up intentional holes or gaps which are part of the building. For instance, small gaps around windows and doors might be necessary to allow for movement within the building when the house is heated and cools in order to let them be shut and opened, rather than being stuck. We will examine all windows and doors as part of our Healthy Homes assessment of your rental property.

Heating Thorndon

Thorndon rental properties need to have a stable source of heating that can warm the main or largest living area to at minimum 18 degrees Celsius, even on the coldest winter days. This is the recommended minimum indoor temperature recommended by the World Health Organisation for people’s physical health and mental outlook.

The heating source needs to remain fixed (i.e., not portable) that is, at least 1.5 kW of heating capacity, and must meet the minimum heating capacity needed in the living area. A Heating Assessment Tool could be used to determine whether the permanent heater(s) are sufficient or whether you will require to "top-up" with a new heater. Fires that are open and unflued heaters such as the portable LPG bottle heaters are not considered to be suitable heating options for those following the Healthy Homes Standard.

If the heating that you offer is an electric heater or heat pump, it must have a thermostat. This makes your heating more consistent and effective. In most houses, larger heaters that are fixed, such as heat pumps, wood burners pellet burners, flued gas heaters are required. However, in some cases like small apartments, a smaller fixed electric heater could be enough.

If the main living room already has a central heating source, such as the heat pump, it might require some additional energy to be able to meet the standards. Certain kinds of heaters aren’t able to be used to comply with the standard because they’re costly, not cost-effective to run, or unsafe to operate.

Ventilation Thorndon

Each liveable space in a rental property has to have at least one opening door or window to provide natural airflow. Additionally, areas with high moisture areas such as kitchens and bathrooms should have an externally vented extractor to remove moisture.

The ventilation quality is all about understanding the fact that the dry atmosphere is more easy to heat and heat, and a property that is well ventilated is less likely to be a victim of damp and mould.

Living rooms, bedrooms, dining rooms, and kitchens are considered to be liveable spaces. Connecting spaces like the hallway aren’t liveable and therefore are not need an opening door or window.

Every window, door or Skylight requirements for them to be in a position open to the outside and remain at an open angle, allowing for fresh air circulation and ventilation.

Bathrooms, kitchens, and any other room in your property with a bath, shower or cooktop, or any other water-generating appliance will require proper extractor fan systems that are vented to the outside. Our Healthy Homes Assessment service will make sure there is sufficient ventilation in every living space with the right extractor fan for areas that are high in moisture.

Insulation Thorndon

Insulation for underfloor and ceilings is required for all rent houses from 1 July 2019. All landlords and property managers have to ensure that the insulation is up to current standard. In some cases, existing ceiling insulation or insulation in the sub floor space may require to be topped up or replaced.

A properly insulated home can reduce condensation, and decrease the risk of mould and dampness, and will also make more easy to allow the house to hold warmth.

Insulation needs to be in compliance with the R-values that are appropriate for your region.

The "R" refers to thermal resistance and it is a measurement of how well the insulation resists heat flow. The greater the R-value, the higher the standard of insulation.

  • Zone 1 Zone 1 Auckland & Northland Ceiling R 2.9 and underfloor R 1.3
  • Zone 2 – all area of North Island except Taupo and the Central Plateau – ceiling R 2.9 and underfloor R 1.3
  • Zone 3 - North Island Taupo, Central Plateau and all of the South Island – ceiling R 3.3 and underfloor R 1.3

Thorndon Moisture Ingress & Drainage

Making sure your rental property is protected from moisture isn’t just about what’s inside the building It’s about having to ensure there is somewhere for surface and underground water to flow, and also stop it from getting into the building. When it comes to moisture and damp it is often the things you don’t notice that could become a major issue and cause damage to your investment and affecting the tenant’s well-being.

Rental properties should have effective drainage to get rid of storm water, surface water, and ground water, including an appropriate runoff or outfall. Making sure that water is able to go and that it doesn’t get sucked into structures is a crucial aspect of making sure your property is dry.

In addition to the drainage system that will prevent moisture from entering, if your apartment has an enclosed gap between floorboards and the surface, a ground moisture barrier must be constructed if it is reasonably practicable to do so.

A ground moisture barrier is usually a polythene sheet laid over the ground, in order to block any moisture present in the ground from rising into the structure. It also assists in preventing from causing damage to the flooring insulation.
