If a draught can be felt from unreasonable gaps or holes that it requirements to be closed.

What are unreasonable gaps or holes?

If you can feel external air entering or the air is clear from a hole or gap that is, it’s most likely a gap or an opening that requirements sealing in any way. Large gaps and cracks should be permanently stopped. Cracks that are greater than 3mm and allow air in or out from the home require to be sealed. For example, if an open fireplace isn’t being used, it may cause draughts and should be shut from. Landlords and property managers are accountable for ensuring that these draughts are stopped as much as possible.

You don’t require to cover up holes or gaps in the construction. For example, tiny gaps around windows and doors may be required to allow for movement within the structure as the house warms and cools in order to let them be opened and closed rather than being stuck. Heating Te Marua

Rental properties in Te Marua should have a permanent heating source which can warm the living room to at least 18degC even on the coldest days of the year. This is the recommended minimum indoor temperature that is recommended by the World Health Organisation for people’s physical well-being and mental wellbeing.

The source of heating requirements to remain fixed (i.e., not portable) and at minimum 1.5 horsepower in capacity, and must meet the minimum capacity for heating required for the main living room. The Heating Assessment Tool can be used to determine whether your current fix heater(s) are adequate or if you’ll need to "top up" by adding a second heater. Unflued combustion and open fire heaters, such as small portable LPG bottle heaters aren’t considered to be safe heating options in the Healthy Homes Standard.

If the heating that you offer is an electric heater (or heat pump), it should be equipped with an thermostat. This makes the heating more consistent and efficient. For most properties, larger fixed heating devices such as wood burners, heat pumps pellet burners, flued gas heaters are required. In certain situations, like small apartment buildings the smaller fixed electric heater might be enough.

If your living space already has a central heating source, such as a heat pump, then it could require a top up to make sure it meets the requirements. Certain types of heaters cannot be used to meet the quality because they’re inefficient, unaffordable to operate and/or unhealthy to run.

Ventilation Te Marua

Each liveable space in a rental property has to include at least one open door or window to offer natural ventilation. In addition, high moisture spaces like kitchens and bathrooms need to have an venting fan outside to eliminate moisture.

This ventilation standard is about recognising it is that dry air will be more easy to heat and that a well ventilated rental property is less likely to develop damp and mould.

Living rooms, bedrooms, kitchens, and dining rooms are all considered living spaces. Spaces that connect, such as the hallway aren’t considered living spaces and therefore do not require an opening door or window.

Each door, window or Skylight requirements at least open to the outside, and stay set in an opening position, allowing ventilation and fresh air ventilation.

Bathrooms, kitchens, and every other room of your property with shower, bath, cooktop or other high water-generating appliance will need suitable extractor fans that can be vented to the outside. Our Healthy Homes Assessment service will verify that there is enough air circulation in every living space that includes extractor fans that are suitable in high moisture areas.

Insulation Te Marua

Underfloor and ceiling insulation is a requirement to all rental houses as of July 1st, 2019. All landlords and property managers are required to ensure that the insulation is up to this new standard. In some instances, an existing insulation on the ceiling or in the subfloor space might need to be filled with or replaced.

A house that is well-insulated can help control condensation and lessen the likelihood of mould and damp, and also makes it easier to allow the home to retain warmth.

Insulation needs to be in compliance with the R-values required for your area

The "R" stands for thermal resistance, and it is a measurement of how well insulation resists heat flow. The greater the R-value, the higher the quality of insulation.

  • Zone 1 - Auckland & Northland - ceiling R 2.9, underfloor R 1.3
  • Zone 2 – the remainder part of North Island except Taupo and the Central Plateau – ceiling R 2.9 and underfloor R 1.3
  • Zone 3 Zone 3 North Island Taupo, Central Plateau and the entire South Island – ceiling R 3.3 and underfloor R 1.3

Te Marua Moisture Ingress & Drainage

Keeping your rental property safe from the effects of moisture isn’t just a matter of what’s inside the building it’s also about the outside. You must ensure there is somewhere to allow surface, rain and underground water to flow and also stop it from getting inside. When it concerns damp and moisture it’s usually the concerns you don’t notice that could become a major issue, causing damage to your investment as well as affecting your tenant’s health.

Rental properties need to be equipped with efficient drainage for the removal of floodwaters, surface water and ground water. This includes an appropriate runoff or outfall. Making sure the water has a proper place to go, and also that it isn’t allowed to remain beneath buildings is a vital aspect of keeping your property dry.

Alongside an irrigation system to stop moisture from entering, if your rental has an enclosed gap between your floor and ground, a ground moisture barrier must be put in place when it is reasonably practicable to install it.

An underground moisture barrier typically a polythene sheet laid over the ground, to block any moisture in the ground from rising into the building. It also assists in preventing water damage to the floor insulation.
