Every tenant is entitled to request details about the Healthy Homes Standard and how they relate to the building they live in. If the property manager fails to supply the information requested within 21 days of receiving the request, they will receive an infringement letter and could be fined up to $750.

It’s important to keep in mind that landlords with multiple rental properties may face even higher fines for non-compliance. The most severe penalties are given for the most serious breaches, and landlords with six or more properties can be fined up to $50,000, and as much as $100,000 in hearings.

Draughts may lead to low temperatures inside households. A humid home is more expensive to heat, which means wasting energy and resulting in higher bills.

If a draught could be felt through gaps that are too large or holes the area needs to be sealed.

What are unreasonable gaps or holes?

If you can feel external air flowing in or the sound of a clear draught emanating from a hole or gap or crack, then it’s most likely a gap or crack that requirements sealing in the way you can. Cracks and gaps that are large should be fixed permanently. Cracks that are greater than 3mm and let air into or out of your home need seals. For instance, if an open fireplace is not in use, it could cause draughts, and should be blocked off. Property managers and landlords are accountable for making sure that these draughts are stopped as far as possible.

You don’t require to block gaps or holes which are part of the construction. For example, tiny gaps around doors and windows may be required to allow for movement within the building as the home is heated and cools to allow them to be opened and closed rather instead of being stuck. We will examine every window and door during an Healthy Homes assessment of your rental property.

Adequate heaters are crucial to ensure healthy homes

Heating Te Marua

Rental properties in Te Marua need to have a stable source of heat that can warm the main or largest living space to a minimum of 18degC, even during the coldest days of the year. This is the recommended minimum indoor temperature recommended by the World Health Organisation for people’s physical health and mental well-being.

The source of heating requirements to be fixed (i.e., not portable) that is, at least 1.5 kW of heating capacity, and meet the minimum requirement for heat capacity in the living area. A Heating Assessment Tool may be used to determine whether the existing fixed heater(s) are sufficient or if you’ll need to "top up" with a new heater. Open fires as well as unflued combustion heaters like portable LPG bottle heaters aren’t considered acceptable heating options under those following the Healthy Homes Standard.

If the heating that you offer is an electric heater or heat pump, it needs to be equipped with an thermostat. This will make the heating more reliable and efficient. For most properties, larger heaters that are fixed, such as heat pumps, wood burners pellet burners, flued gas heaters are necessary. However, in certain instances such as small apartments, a smaller fixed electric heater might be enough.

If your main living space already has a central heating source like heat pumps, it could need an update in order to comply with the standards. Certain kinds of heaters aren’t able to be utilised to meet the quality because they’re inefficient, unaffordable to operate and/or unsafe to run.

Insulation Te Marua

Underfloor and ceiling insulation is mandatory in all rental homes since July 1, 2019. All landlords and property managers must make sure that the insulation meets the new standard. In some cases, an existing insulation on the ceiling or in the sub floor space might need to be added or replaced.

A well-insulated property will reduce the risk of condensation and reduce the chances of mould and damp, as well as making an easier task to allow the house to hold heat.

Insulation needs to be in compliance with the R-values that are appropriate for your region.

The "R" stands for thermal resistance and it is a measurement of how well insulation can withstand heat flow. The higher the R-value, the more effective the insulation.

Te Marua Moisture Ingress & Drainage

The security of your rental home from water damage isn’t only about the inside of the building but you must make sure there is somewhere for surface as well as groundwater to move, and to prevent it from getting inside. When it concerns damp and moisture it’s typically those concerns that you aren’t aware of that could be a huge problem that can cause damage to your investment and affecting your tenant’s well-being.

Rental properties must have efficient drainage to remove floodwaters, surface water and ground water, including an appropriate outfall or runoff. Making sure that the water has a proper place to go, and it can’t linger underneath the structures is an crucial aspect of making sure your property is dry.

In addition to a drainage system to avoid water ingress, if the property has an enclosed space between your floor and the ground, a ground water barrier must be constructed if it is reasonably practicable to do so.

The ground-moisture barrier usually a polythene sheet laid over the ground to stop any moisture present in the ground from getting into the home. It also helps to prevent moisture damage to the underfloor insulation.
