As of 1st July 2021, once a new or renewed Tenancy is signed for the Te Marua rental property, all Healthy Homes compliance work must be taken care of within 90 days.

Failure to meet any of the Healthy Homes Standards inside of the period of time expected can lead to penalties of up to $7200. Anyone can request information about the Healthy Homes Standard and how they are related to the house they are living in. If the property manager is unable to provide the necessary information within 21 days of getting the notice, the tenant can be issued an infringement notice and be fined up to $750.

In addition, there is also a penalty approximately $900 for landlords and property managers providing a false or false Healthy Homes Statement of Compliance or information. The person responsible for this fine is the one who is named on the tenancy agreement as the one who is letting the property out and it could be the name of the landlord, or the company that manages the property.

It’s also important to remember that landlords who have multiple rental properties may receive additional fines for non-compliance. The most severe penalties are handed down for serious violations, and landlords who own more than six properties could be fined as high as $50,000 and as high as $100,000 for hearing claims.

It is clear that failure to meet your Healthy Homes requirements can hit your bank account hard, and result in huge fines, in addition to still being required to adhere to the regulations. Unreasonable Gaps & Holes

Draught Stopping Te Marua

Draughts are a major cause of dropping temperatures within households. A humid house will cost more to heat, which means wasting energy and increased bills.

If a draft can be noticed from gaps that are not adequate or holes that it needs to be sealed.

What are unreasonable gaps or holes?

If you can feel external air entering or the air is clear out of a hole or gap, then it is most likely a gap or hole which requirements sealing in some way. Cracks and gaps that are large should be fixed permanently. The gaps that exceed 3mm that allow air in or out from your house need sealing. For example, if the open fireplace isn’t used it can create draughts. This should be shut off. Property managers and landlords are accountable for ensuring that draughts from the fireplace are removed in the maximum extent imaginable.

There is no require to cover up holes or gaps which are part of the building. For example, tiny gaps around doors and windows might be necessary to allow for the movement of the building as the household is heated and cools so that they can still be closed and opened instead of than sticking. We will check every window and door as part of the Healthy Homes assessment of your rental property.

Proper heating is crucial to ensure well-being homes

Heating Te Marua

Te Marua rental properties must have a fixed source of heat that is able to heat the principal or the biggest living space to a minimum of 18degC even on the winter coldest days. This is the recommended minimum indoor temperature suggested by the World Health Organisation for people’s physical well-being and mental wellbeing.

The heating source requirements to remain fixed (i.e. not portable), at minimum 1.5 kW of heating capacity, and it must have the minimum requirement for heat capacity to heat the living space in general. A Heating Assessment Tool may be used to determine whether your current installed heater(s) are adequate or if you’ll require to top up by adding a second heater. Open fires as well as unflued combustion heaters such as portable LPG bottle heaters aren’t considered to be acceptable heating options in the Healthy Homes Standard.

If the heating system you offer is an electric heater or heat pump, it must include a thermostat. This will make the heating more reliable and efficient. For the majority of homes, bigger heaters that are fixed, such as heat pumps, wood burners, pellet burners or flued gas heaters are necessary. However, in some cases like small apartments the smaller fixed electric heater might be enough.

If your main living space already has a permanent heating source, such as an air conditioner, it could require a top up to make sure it meets the requirements. Certain types of heaters cannot be utilised to meet the standard because they’re expensive, inefficient or are unsafe to operate.

Ventilation Te Marua

Every living space of a rental property has to include at least one open door or window to provide natural airflow. In addition, high moisture spaces like kitchens and bathrooms should be equipped with an externally vented extractor fan to remove moisture.

The ventilation standard is about recognising how dry air will be easier to heat, and that a property that is well ventilated is less likely to grow damp and mould.

Living rooms, bedrooms, kitchens and dining rooms are all considered living spaces. Spaces that connect, such as the hallway aren’t living spaces and therefore do not require an opening window or door.

Each window, door or Skylight needs to have the ability of opening to the outside, and stay fixed in an open position in order to allow to circulate fresh air as well as ventilation.

Bathrooms, kitchens, and any other area in your property with a bath, shower or cooktop, or any other moisture-producing item will need suitable extractor fans that are vented to the outside. We offer a Healthy Homes Assessment service will check that there is adequate air circulation in every living space, including suitable extractor fans in areas with high moisture.

Insulation Te Marua

Ceiling and underfloor insulation is required in all rental houses from 1 July 2019. Property managers and landlords should ensure that the insulation meets standards that are in line with the latest quality. In some cases, current ceiling insulation, or the insulation of the sub floor space may need to be added or replaced.

A well-insulated property will reduce the risk of condensation and lessen the likelihood of mould and damp, as well as making much easier for the home to hold heat.

Insulation requirements to meet the R-values required for your area

The "R" is a symbol for thermal resistance, and is a gauge of how well the insulation resists heat flow. The greater the R-value, the better the insulation.

  • Zone 1 Zone 1 Auckland & Northland - ceiling R 2.9 Underfloor R 1.3
  • Zone 2 – the remainder part of North Island except Taupo and the Central Plateau – ceiling R 2.9, underfloor R 1.3
  • Zone 3 Zone 3 North Island Taupo, Central Plateau and the entire South Island – ceiling R 3.3, underfloor R 1.3

Te Marua Moisture Ingress & Drainage

Keeping your rental property safe from water damage isn’t only about what’s inside the building it is also about the outside. You must ensure there is somewhere for surface and ground water to go, and also stop it from getting into the building. When it is damp and moisture, it is frequently the concerns you don’t notice that could become a major issue, causing damages to your investment and harming the tenant’s health.

Rental properties require to have effective drainage for the removal of the stormwater and surface waters, and ground water. This includes an appropriate outfall or runoff. Making sure that water has a location to go and that it doesn’t get sucked into buildings is an essential part of making sure your property is dry.

In addition to an irrigation system to stop the ingress of moisture, if your property has an enclosed space between the floor and the surface, a ground moisture barrier must be constructed if it is reasonably practicable to do so.

The ground-moisture barrier usually an insulating sheet of polythene laid over the ground to prevent any moisture present in the ground from rising into the home. It also helps in preventing any damage to your underfloor insulation.
