Fines for Failing to Comply

As of 1st July 2021, when a new or renewed tenancy is signed for a Takapuwahia rental property, all Healthy Homes compliance items have to be finished within 90 days.

Beginning on July 1st, 2021, when a new, renewed or varied contract is signed on a Takapuwahia rental property, all Healthy Homes compliance work must be taken care of by the end of 90 days.

Failure to meet any of the Healthy Homes Standards inside of the deadlines can result in a fine of up to $7200. It is important to keep in mind that a landlord who own several rental properties can face even higher fines for non-compliance. The highest penalties are handed down for serious breaches, and landlords with more than six properties could be fined as high as $50,000, and even as high as $100,000 in hearing claims.

Unreasonable Gaps & Holes

Draught Stopping Takapuwahia

Draughts are a major cause of low temperatures inside households. A damp house costs more to heat, which completed jobs in wasting energy and incurring higher costs.

If a draught is perceived as a result of gaps or holes that it requirements to be closed.

What are unjustifiable gaps or holes?

If you can feel external air coming in or a clear draught out of a hole or gap, then it’s likely to be a gap or crack that needs sealing in any way. Large gaps and cracks should be fixed permanently. Gaps greater than 3mm that let air into or out within your house require seals. For instance, if an open fireplace isn’t used it can cause draughts and should be shut from. Property managers and landlords are accountable for ensuring such draughts are eliminated as far as imaginable.

You don’t require to block up intentional holes or gaps in the building. For example, tiny gaps around doors and windows might be necessary to allow movement of the structure as the house warms and cools so that they are able to be opened and closed rather than sticking. We will inspect the windows and doors as part of our Healthy Homes assessment of your rental property.

Heating Takapuwahia

Takapuwahia rental properties must have a fixed source of heat that is able to heat the principal or the biggest living space to at least 18degC, even on the winter coldest days. This is the recommended minimum indoor temperature suggested by the World Health Organisation for people’s physical health and mental outlook.

The heating source needs to be fixed (i.e. not portable) and at minimum 1.5 horsepower in capacity, and meet the minimum heating capacity needed in the living area. A Heating Assessment Tool may be used to determine whether the fix heater(s) are adequate or if you’ll require to "top-up" by adding a second heater. Open fires and unflued combustion heaters like small portable LPG bottle heaters are not considered to be suitable heating options in The Healthy Homes Standard.

If the heating that you provide is an electric heater or heat pump, it requirements to have the thermostat. This will help make the heating more consistent and efficient. For most houses, larger fixed heating equipment like heat pumps, wood burners, pellet burners or flued gas heaters are needed. However, in certain instances like small apartments small apartments, a smaller electric fixed heater may suffice.

If your living space already has a permanent heating source, like a heat pump, then it might just require a top up to ensure it meets the requirements. Certain kinds of heaters aren’t able to be utilised to meet the standard as they are either costly, not cost-effective to run, and/or unsafe to run.

Each living space within a rental property must have at least one opening door or window to provide natural ventilation. Additionally, areas with high moisture areas such as kitchens or bathrooms should have an venting fan outside to eliminate moisture.

A ventilation standard is all about recognising how the dry atmosphere is more easy to heat and that an apartment that is well-ventilated is less likely to be a victim of damp and mould.

Bedrooms, living rooms kitchens, and dining rooms are considered to be liveable spaces. Spaces that connect, such as the hallway are not considered liveable and are not require an opening window or door.

Each window, door , or Skylight needs to be able of opening to the outside, but remain closed in order to allow to circulate fresh air as well as air flow.

All kitchens and bathrooms, and any other area in your home with a bath, shower or cooktop, or any other moisture generating item will need appropriate extractor fans that vent towards the outside. This Healthy Homes Assessment service will verify that there is enough ventilation throughout the living spaces and will also check for the proper extractor fans for areas that are high in moisture.

Insulation Takapuwahia

The insulation of the ceiling and underfloor is required in all rental houses since July 1, 2019. All landlords and property managers should ensure the insulation meets current quality. In certain situations, the old ceiling insulation as well as insulation within the sub floor space may require to be replaced or replaced.

A house that is well-insulated can reduce condensation and lessen the likelihood of mould and dampness, and will also make much easier to the household to keep the heat.

Insulation needs to be in compliance with the R-values of your area.

The "R" stands for thermal resistance, and it is a measurement of how well insulation can withstand heat flow. The higher the R-value, the better the insulation.

  • Zone 1 - Auckland & Northland - ceiling R 2.9 in the underfloor, 1.3
  • Zone 2 – the rest part of North Island except Taupo and the Central Plateau – ceiling R 2.9 and underfloor R 1.3

Takapuwahia Moisture Ingress & Drainage

Protecting your rental property from dampness isn’t just about the inside it is also about the outside. You must ensure there is somewhere for surface or ground water, and also stop it from getting inside. When it is damp and moisture, it’s frequently not apparent that it could become a major issue that can cause the property to suffer and affecting your tenant’s health.

Rental properties require to be equipped with effective drainage to get rid of storm water, surface water and ground water, which includes an appropriate runoff or outfall. Making sure the water is able to go, and also that it isn’t allowed to remain beneath buildings is an essential part of making sure your property is dry.

Alongside the drainage system that will prevent the ingress of moisture, if your apartment has an enclosed gap between the floor and the ground, a ground moisture barrier must be constructed if it is reasonably practicable to do so.

An underground moisture barrier usually a polythene sheet laid over the ground, to block any moisture from the ground from getting into the home. It also helps to prevent any damage to your underfloor insulation.
