Fines for Failing to Comply

As of 1st July 2021, once a new, renewed or varied tenancy is signed for a Takapuwahia rental property, all Healthy Homes compliance items have to be finished within 90 days.

Takapuwahia Healthy Homes Compliance Timeframes

Tenancies established between 1 July 2019 to the 30th June in 2021

  • The insulation of the ceiling and underfloor is mandatory in all Takapuwahia and New Zealand rental homes where it’s reasonably practicable to put in.
  • A Healthy Homes Intent to Comply Statement, an Insulation Statement and an Insurance Statement must be included with any renewal, new or varied tenancy agreement.
  • Property managers and landlords are required to keep records that prove conformance with any Healthy Homes Standards that apply or will be in force throughout the tenancy period of the rental property.

From 1 July 2021

  • Property managers and private landlords are required to ensure their rental properties conform to the Healthy Homes Standard within 90 days of a new, renewed , or altered Tenancy.
  • All the boarding homes (except Kainga Ora and Community Housing Providers with registered boarding home tenancies) must meet the Healthy Homes Standards regardless of the date when the tenancy started.

Starting 1 July 2023

  • All houses rented to Kainga Ora (formerly Housing New Zealand) and Community Housing Providers that are registered must be in compliance with the Healthy Homes Standards regardless of when the tenancy began.

Beginning 1 July 2024

  • All rental houses must comply with the Healthy Homes Standards regardless of when the tenancy first began.

There is no need to block off gaps or holes that are part of the construction. For example, tiny gaps around windows and doors may be required to allow for the movement of the building as the home warms and cools so that they can still be shut and opened, rather instead of being stuck. Heating Takapuwahia

Rental properties in Takapuwahia require a reliable source of heat that can heat the living room to at least 18degC, even on the most coldest days of the year. This is the minimum indoor temperature recommended by the World Health Organisation for people’s physical health and mental well-being.
