Fines for Failing to Comply

Since the 1st July of 2021, when a brand new, renewed or varied contract is signed on a Silverstream rental property, all Healthy Homes compliance work must be finished by the end of 90 days.

The harshest penalties are given only for serious violations, and landlords who own at least six rental properties could be penalised up to $50,000 and as high as $100,000 for hearing claims.

Tenancies established from 1 July 2019 and the 30th June in 2021

  • Insulation of the underfloor and ceiling is mandatory in all Silverstream and New Zealand rental homes where it’s reasonably practicable to put in.
  • A Healthy Homes Statement of Intent to Comply, an Insulation Statement and an Insurance Statement should be included in any renewal, new or modified tenancy agreement.
  • Property managers and landlords are required to keep records to demonstrate compliance with all Healthy Homes Standards that apply or will be applied during the tenancy of your rental home.

Starting 1 July 2021

  • Private landlords and property managers are required to make sure their rental properties comply in accordance with Healthy Homes Standards within 90 days of a new, renewed , or altered tenant.
  • All boarding homes (except Kainga Ora and registered Community Housing Provider Boarding household tenancies) must comply with the Healthy Homes Standard regardless of when the tenancy began.

Starting 1 July 2023

  • All households rented from Kainga Ora (formerly Housing New Zealand) and registered Community Housing Providers must comply with the Healthy Homes Standards regardless of the date the tenancy was started.

Starting 1 July 2024

  • All rental homes have to meet the Healthy Homes Standard regardless of the date when the tenancy started.
Unreasonable Gaps & Holes

Heating Silverstream

Rental properties in Silverstream need to have a stable heating source that can warm the main or largest living area to at minimum 18degC, even on the winter coldest days. Ventilation Silverstream
