Fines for Failing to Comply

From the 1st of July in 2021, when a new, renewed or varied tenancy is signed for a Roseneath rental property, all Healthy Homes compliance items have to be taken care of inside of 90 days.

Tenancies established beginning on 1 July 2019 to the 30th June in 2021

  • Ceiling and underfloor insulation is required for all Roseneath and New Zealand rental homes where it is reasonably practicable to install.
  • A Healthy Homes Declaration of Intent An Insulation Statement as well as an Insurance Statement should be included in any new, renewed or amended tenancy agreement.
  • Landlords and property managers must keep records that prove compliance with all Healthy Homes Standards that apply or will be in force to your rental home.

From 1 July 2021

  • Property managers and private landlords are required to ensure their rental properties comply to the Healthy Homes Standards within 90 days of any new, renewed , or altered tenancy.
  • All the boarding houses (except Kainga Ora and Community Housing Providers with registered Boarding household tenancies) are required to comply with Healthy Homes Standards regardless of the time the tenancy began.

  • All houses rented to Kainga Ora (formerly Housing New Zealand) and Community Housing Providers that are registered must comply with the Healthy Homes Standards regardless of the date the tenancy was started.

Beginning 1 July 2024

  • All rentals homes have to meet the Healthy Homes Standard regardless of when the tenancy first began.

If the living area already has a fixed heating source, such as an air conditioner, it could require a top up in order to comply with the standards. Certain kinds of heaters aren’t able to be used to achieve the quality because they’re costly, not cost-effective to run, or are unsafe to operate.
