Fines for Failing to Comply

Beginning on July 1st, 2021, when a new, renewed or varied contract is signed on a Roseneath rental property, all Healthy Homes compliance items have to be done by the end of 90 days.

Tenancies signed between 1 July 2019 to 30 June 2021

  • Insulation of the underfloor and ceiling is a requirement throughout Roseneath and New Zealand rental houses where it’s reasonably practicable to install.
  • A Healthy Homes Statement of Intent to Comply along with an Insulation Declaration and an Insurance Statement should be included with any renewal, new or amended tenancy agreement.
  • Property managers and landlords have to keep records that prove the conformance to any Healthy Homes Standards that apply or will apply throughout the tenancy period of their rental properties.

From July 1st 2021

  • Property managers and private landlords must ensure their rental properties conform to the Healthy Homes Standards within 90 days of any new, renewed , or altered Tenancy.
  • All boarder houses (except Kainga Ora and registered Community Housing Provider for boarding house tenancies) must comply with the Healthy Homes Standard regardless of when the tenancy began.

Starting 1 July 2023

  • All homes which are rented from Kainga Ora (formerly Housing New Zealand) and registered Community Housing Providers are required to comply with the Healthy Homes Standards regardless of the date when the tenancy started.

From July 1st 2024

  • All rentals houses must comply with the Healthy Homes Standard regardless of when the tenancy first began.
