Fines for Failing to Comply

Since the 1st July of 2021, once a new or renewed contract is signed on a Roseneath rental property, all Healthy Homes compliance tasks must be finished within 90 days.

Tenancies established from 1 July 2019 and 30 June 2021

  • Insulation of the underfloor and ceiling is required in all Roseneath and New Zealand rental houses where it’s reasonably practicable to put in.
  • A Healthy Homes Intent to Comply Statement An Insulation Statement as well as an Insurance Statement must be included in any new, renewed or amended tenancy agreement.
  • Property managers and landlords must keep records of their conformance with all Healthy Homes Standard that apply or will be applied during the tenure of the rental property.

From 1 July 2021

  • Private landlords and property managers are required to make sure their rental properties comply to the Healthy Homes Standard within 90 days of any newly renewed, extended or changed Tenancy.
  • All boarder homes (except Kainga Ora and registered Community Housing Provider boarding household tenancies) must adhere to the Healthy Homes Standards regardless of the date the tenancy was started.

Starting 1 July 2023

  • All households rented from Kainga Ora (formerly Housing New Zealand) and Community Housing Providers that are registered must be in compliance with the Healthy Homes Standards regardless of when the tenancy began.

Starting 1 July 2024

  • All rental homes are required to comply with Healthy Homes Standards regardless of when the tenancy first began.
