Fines for Failing to Comply

As of 1st July 2021, if a new or renewed tenancy is signed for a Riverstone Terraces rental property, all Healthy Homes compliance tasks must be finished by the end of 90 days.

It is important to remember that a landlord who have multiple rental properties may face greater penalties for non-compliance. The harshest penalties are handed down for the most serious violations, and landlords who own six or more properties can receive fines of up to $50,000, or as high as $100,000 in hearing claims.

Tenancies established beginning on 1 July 2019 to 30 June 2021

  • Insulation of the underfloor and ceiling is required to all Riverstone Terraces and New Zealand rental homes where it’s reasonably practicable to install.
  • A Healthy Homes Declaration of Intent An Insulation Statement as well as an Insurance Statement should be included in any new, renewed or amended tenancy agreement.

Unreasonable Gaps & Holes

Adequate heaters are crucial to ensure well-being homes

Heating Riverstone Terraces

Riverstone Terraces rental properties require a reliable heating source that can heat the largest or main living area to at minimum 18degC, even on the winter coldest days. This is the minimum indoor temperature suggested by the World Health Organisation for people’s physical health and mental wellbeing.

However, in some cases like small apartments, a smaller fixed electric heater may be sufficient.

If the main living room already has a central heating source, such as a heat pump, then it could need some additional energy in order to comply with the standards. Some types of heaters can’t be utilised to meet the standard as they are either not efficient, cost prohibitive to operate and/or unhealthy to run.
