Fines for Failing to Comply

Since the 1st July of 2021, when a new, renewed or varied contract is signed on a Plimmerton rental property, all Healthy Homes compliance items have to be completed within 90 days.

The person who is responsible to pay this fine is the one who is named on the tenancy agreement as the one who is letting the property out and it could be the name of the landlord as well as the company that manages the property.

Tenancies established from 1 July 2019 to 30 June 2021

  • The insulation of the ceiling and underfloor is required to all Plimmerton and New Zealand rental homes where it’s reasonably practicable to install.

  • All boarding homes (except Kainga Ora and Community Housing Providers with registered boarder home tenancies) are required to comply with Healthy Homes Standards regardless of the time the tenancy began.

From 1 July 2023

  • All houses which are rented through Kainga Ora (formerly Housing New Zealand) and registered Community Housing Providers must be in compliance with the Healthy Homes Standards regardless of when the tenancy first began.

Starting 1 July 2024

  • All rental houses are required to comply with Healthy Homes Standards regardless of the time of the first day of tenancy.
