Fines for Failing to Comply

Beginning on July 1st, 2021, if a new, renewed or varied tenancy is signed for a Pinehaven rental property, all Healthy Homes compliance work must be finished within 90 days.

Tenancies established in the period between July 1st 2019 and the 30th June in 2021

  • The insulation of the ceiling and underfloor is mandatory for all Pinehaven and New Zealand rental houses where it’s reasonably practicable to put in.
  • A Healthy Homes Statement of Intent to Comply along with an Insulation Declaration and an Insurance Statement should be included with any new, renewed or altered tenancy contract.
  • Landlords and property managers must keep records that demonstrate the compliance with all Healthy Homes Standards that apply or will be in force during the tenancy of an apartment rental.

From July 1st 2021

  • Private landlords and property managers are required to make sure that their rental properties are in compliance with the Healthy Homes Standard within 90 days of any newly renewed, extended or changed tenancy.
  • All boarder houses (except Kainga Ora and Community Housing Providers with registered boarder house tenancies) must meet the Healthy Homes Standards regardless of the time the tenancy began.

From 1 July 2023

  • All houses let from Kainga Ora (formerly Housing New Zealand) and registered Community Housing Providers must meet the Healthy Homes Standards regardless of the date when the tenancy started.

From 1 July 2024

  • All rental houses must comply with the Healthy Homes Standard regardless of the time of the first day of tenancy.
