Why is Healthy Homes Compliance so important?

Around 1 in 3 households from New Zealand and Pinehaven, and research has shown that these rental homes are more likely to be older, colder, are not as effective heating, and generally tend to be lower standard than those owned by owners.

Damp, mouldy and cold houses are associated with negative well-being results, specifically for illnesses such as colds and asthma, as well as cardiovascular issues. Additionally, those who reported at least four key issues with their housing often have lower levels of satisfaction with life and a decrease in mental health.

Unreasonable Gaps & Holes

Draught Stopping Pinehaven

Draughts increase the likelihood of lower temperatures in houses. A draughty home is more expensive to heat, which means wasting energy and incurring higher costs.

If a draught can be felt through gaps that are too large or holes, it requirements to be sealed.

What are the most unreasonable gaps or holes?

If you can feel external air coming in or the sound of a clear draught emanating from a hole or gap that is, it’s most likely a gap or hole that requirements sealing in some way. Large gaps and cracks should be sealed permanently. Cracks that are greater than 3mm and allow air to enter or exit from the house require to be sealed. For instance, if an open fireplace is not in use, it can cause draughts and should be blocked from. Landlords and property managers are responsible for ensuring that such draughts are squelched as much as possible.

There is no require to block gaps or holes which are part of the building. For instance, small gaps around doors and windows could be necessary to allow movement of the building when the household is heated and cools to allow them to be shut and opened, rather instead of being stuck. We will examine all doors and windows in our Healthy Homes assessment of your rental property.

A good heating system is important for healthy houses

Heating Pinehaven

Rental properties in Pinehaven require a reliable source of heating that is able to heat the largest or main living space to at least 18 degrees Celsius, even on the coldest winter days. This is the recommended minimum indoor temperature recommended by the World Health Organisation for people’s physical health and mental outlook.

The heating source requirements that it be permanently fixed (i.e., not portable) and at least 1.5 kW in heating capacity, and it must have the minimum heating capacity needed in the living area. A Heating Assessment Tool could be used to determine whether the current fixed heater(s) are adequate or if you’ll require to ‘top up’ by adding a second heater. Fires that are open and unflued heaters, such as the portable LPG bottle heaters are not considered acceptable heating options for the Healthy Homes Standard.

If the heating system you provide is an electric heater or heat pump, it must be equipped with the thermostat. This will make the heating more reliable and efficient. In most homes, larger fixed heating devices such as heat pumps, wood burners, pellet burners or flued gas heaters are needed. In some instances, like small apartment buildings small apartments, a smaller electric fixed heater may be sufficient.

If the living area already has a fixed heating source like an air conditioner, it might just need an upgrade to ensure it meets the requirements. Some types of heaters can’t be used to comply with the quality since they’re either expensive, inefficient or are unsafe to operate.

Ventilation Pinehaven

Every living space of the rental property should contain at minimum one open window or exterior door to offer natural ventilation. Furthermore, moist spaces like kitchens and bathrooms should have an externally vented extractor fan to eliminate moisture.

A ventilation standard is all about recognising how dry air will be much easier to heat and that a well ventilated rental property will be less prone to developing damp and mould.

Living rooms, bedrooms, kitchens, and dining areas are all considered living spaces. Connecting spaces like the hallway are not considered living spaces and therefore do not need an opening door or window.

Each door, window or Skylight requirements to be able open to the outside, but remain set in an opening position in order to allow ventilation and fresh air air flow.

All kitchens and bathrooms, as well as any other space in your property with a bath, shower cooker or any other moisture-producing item will require proper extractor fan systems which are vented to the outdoors. This Healthy Homes Assessment service will make sure there is sufficient air circulation in every living space that includes extractor fans that are suitable for areas that are high in moisture.

Insulation Pinehaven

The insulation of the ceiling and underfloor is a requirement in all rental houses as of July 1st, 2019. Property managers and landlords are required to make sure that the insulation is up to this new standard. In some cases, old ceiling insulation as well as insulation within the sub floor space might require to be topped up or replaced.

A well-insulated house will help to control condensation and reduce the chances of mould and dampness and also makes it easier to allow the household to hold the heat.

Insulation needs to be in compliance with the R-values that are appropriate for your region.

The "R" refers to thermal resistance and is a gauge of how well insulation is able to resist heat flow. The more R-value is higher, the more effective the insulation.

  • Zone 1 - Auckland & Northland - ceiling R 2.9, underfloor R 1.3
  • Zone 2 – the remainder of North Island except Taupo and the Central Plateau – ceiling R 2.9 and underfloor R 1.3
  • Zone 3 - North Island Taupo, Central Plateau and all of the South Island – ceiling R 3.3 below floor R 1.3

Pinehaven Moisture Ingress & Drainage

Keeping your rental property safe from the effects of moisture isn’t just a matter of the inside of the building; you have to ensure there is somewhere for rain, surface and underground water to flow, and stop it from coming inside. When it is about damp and water, it’s typically what you don’t see that could become a major issue, causing damage to your investment and harming your tenant’s well-being.

Rental properties need to have effective drainage to remove the stormwater and surface waters, and ground water, including an appropriate outfall or runoff. Making sure that water is able to go, and that it doesn’t sit beneath buildings is an essential part of making sure your property is dry.

Alongside an irrigation system to stop water ingress, if the property has an enclosed space between your floor and the ground, a ground moisture barrier must be put in place when it’s reasonably practicable to install it.

A ground moisture barrier is usually an insulating sheet of polythene laid over the ground, to block any moisture present in the ground from rising into the building. It also assists in preventing moisture damage to the underfloor insulation.
