We can evaluate your rental property to check whether it meets NZ Healthy Homes and Residential Tenancy Acts standards. After the assessment, we’ll advise you or your property manager of any work which needs to be completed and provide an evaluation report with all the information needed for your Tenancy Agreement’s Healthy Home Statement of Compliance.

Inability to meet the standards under the Healthy Homes Standards is a breach of the Residential Tenancies Act 1986, and any landlord who is found to be not following the rules could be subject to fines of as much as $7,200 and additional healthier homes associated fines.

Fines for Failing to Comply

From the 1st of July in 2021, when a new, renewed or varied tenancy is signed on a Pinehaven rental property, all Healthy Homes compliance tasks must be taken care of inside of 90 days.

Beginning on July 1st, 2021, when a new, renewed or varied contract is signed on a Pinehaven rental property, all Healthy Homes compliance work must be done within 90 days.

Failure to meet one of the Healthy Homes Standards by the end of the expected timeframe can result in penalties of up to $7200. In addition, if the present Healthy Homes Statement of Compliance isn’t incorporated in the renewal, new or revised tenancy contract, it could result in an additional fine or violation fee.

Anyone can request details regarding the Healthy Homes Standard and how they relate to the home they reside in. If the landlord or the property manager doesn’t supply the information requested within 21 days of getting the notice, the tenant will receive an infringement letter and be fined upto $750.

In addition, there is an additional fine of approximately $900 for landlords and property managers that provide false or false Healthy Homes Statement of Compliance or information. The person responsible to pay this fine is the one who is listed on the tenancy agreement as being the person letting the property out It could also be the name of the landlord as well as the property management company.

The information contained in the Compliance Statement needs to be accurate when the tenancy contract is executed, and it should be maintained throughout the duration of the tenancy when any associated work has been completed.

It is crucial to be aware that a landlord who manage several rental properties can face greater penalties for non-compliance. The harshest penalties are given for severe breaches, and landlords with at least six rental properties could be penalised up to $50,000, and even as high as $100,000 in the case of hearing claims.

In the end, a failure to comply with your Healthy Homes requirements can hit your pocket and result in significant fines and continuing to be required to comply with the requirements. Healthy homes matter

What are the reasons why Healthy Homes Compliance so important?

Around 1 in 3 households from New Zealand and Pinehaven, and research indicates that rental houses are more likely to be older, colder, have less efficient heating, and generally have lower quality than houses that are owned by the owner.

Cold, damp and mouldy homes can have negative well-being outcomes, particularly illnesses such as colds and influenza, asthma, and cardiovascular conditions. Additionally, those who report at least four key issues with their housing often have lower levels of satisfaction with life and a decrease in psychological well-being.

Improving the standard of Pinehaven rental property will help tenants experience improved physical and mental health and reduce the disruptions to their work, education and living due to illnesses. Your investment is also better protected from mould, mildew and damp damage, meaning lower maintenance costs in the long run.

The Healthy Homes Standard is a list of the specific and minimum standards for Heating, Insulation Ventilation, Moisture Ingress and Drainage, as well as Draught-stopping on Pinehaven rental properties.

Unreasonable Gaps & Holes

Draught Stopping Pinehaven

Draughts can lead to dropping temperatures within houses. A humid home costs more to heat, which means wasting energy and increased bills.

If a draught could be felt from unreasonable gaps or holes, it requirements to be closed.

What are the most unreasonable gaps or holes?

If you are able to feel external air entering or the air is clear from a gap or hole and you can feel it, it’s likely to be a gap or hole that needs sealing in the way you can. Cracks and gaps that are large should be stopped permanently. Cracks that are greater than 3mm and let air in or out from your home require the sealing. For example, if an open fireplace isn’t being used, it may cause draughts and should be shut from. Property managers and landlords are accountable for ensuring that these draughts are stopped as far as possible.

There is no need to block off holes or gaps that are part of the construction. For example, tiny gaps around windows and doors could be required to allow for movement within the building as the household heats and cools, in order to let them be shut and opened, rather than sticking. We will check all doors and windows as part of our Healthy Homes assessment of your rental property.

A good heating system is important to ensure well-being houses

Heating Pinehaven

Pinehaven rental properties require a reliable source of heating that is able to heat the largest or main living room to at least 18 degrees Celsius, even on the coldest days of the year. This is the recommended minimum indoor temperature suggested by the World Health Organisation for people’s physical health and mental wellbeing.

The heating source needs that it be permanently fixed (i.e. not portable) with at minimum 1.5 kW of heating capacity, and must meet the minimum heating capacity needed for the main living room. A Heating Assessment Tool may be used to determine whether the current fixed heater(s) are sufficient or if you’ll require to "top-up" with a new heater. Open fires and unflued combustion heaters like portable LPG bottle heaters are not considered acceptable heating options under the Healthy Homes Standard.

If the heating system you provide is an electric heater or heat pump it should have a thermostat. This will help make the heating more reliable and effective. In most homes, larger heaters that are fixed, such as wood burners, heat pumps, pellet burners or flued gas heaters are required. However, in some cases like small apartments small apartments, a smaller electric fixed heater may suffice.

If the main living room already has a fixed heating source, such as a heat pump, then it may require some additional energy to be able to meet the standards. Certain types of heaters cannot be utilised to meet the quality because they’re expensive, inefficient or unsafe to operate.

Ventilation Pinehaven

Every living space in a rental property has to contain at minimum one open door or window to provide natural ventilation. In addition, high moisture spaces like kitchens and bathrooms should have an venting fan outside to get rid of moisture.

The ventilation quality is all about recognising how dry air is much easier to heat and a well ventilated rental property is less likely to be a victim of damp and mould.

Bedrooms, living rooms dining rooms, and kitchens are considered to be liveable spaces. Connecting spaces like the hallway aren’t living spaces and therefore do not need an opening door or window.

Each door, window or skylight needs to have the ability of opening to the outside and remain closed in order to allow the circulation of fresh air and air flow.

Bathrooms, kitchens, and any other area in your property with shower, bath cooker or any other humidity-generating items will need appropriate extractor fans which are vented out to the outside. We offer a Healthy Homes Assessment service will verify that there is enough ventilation in each livable space with the right extractor fan in high moisture areas.

Insulation Pinehaven

Insulation for underfloor and ceilings is required to all rental houses from 1 July 2019. Property managers and landlords are required to ensure that the insulation meets this new standard. In some instances, current ceiling insulation, or the insulation of the sub floor space might need to be replaced or replaced.

A properly insulated home will help to control condensation and reduce the chances of mould and dampness as well as making an easier task to allow the household to hold heat.

Insulation requirements to meet the R-values of your area.

The "R" stands for thermal resistance, and is a gauge of how well the insulation withstands heat flow. The higher the R-value, the better the insulation.

  • Zone 1 Zone 1 Auckland & Northland Ceiling R 2.9 and underfloor R 1.3
  • Zone 2 – the remainder of North Island except Taupo and the Central Plateau – ceiling R 2.9 and floor R 1.3
  • Zone 3 Zone 3 North Island Taupo, Central Plateau and the entire South Island – ceiling R 3.3 and underfloor R 1.3

Pinehaven Moisture Ingress & Drainage

Protecting your rental property from water damage isn’t only about the interior of the building but you must make sure there is somewhere for surface or ground water and stop it from coming inside. When it comes to moisture and damp it is often not apparent that it can become a big problem and cause damages to your investment and harming the tenant’s well-being.

Rental properties should have efficient drainage for the removal of rainwater, storm water, and ground water. This includes an appropriate runoff or outfall. Making sure the water has a location to go and that it doesn’t get sucked into buildings is an essential part of keeping your property dry.

Alongside a drainage system to prevent moisture ingress, if your property has an enclosed space between the floor and soil, a ground-water barrier must be put in place when it’s reasonably practicable to do so.

A ground moisture barrier is usually made of polythene and is laid on top of the ground to stop any moisture in the ground from getting into the home. It also helps to prevent from causing damage to the flooring insulation.
