Beginning on July 1st, 2021, when a brand new or renewed contract is signed on a Pauatahanui rental property, all Healthy Homes compliance items must be finished inside of 90 days.

From the 1st of July in 2021, when a new or renewed contract is signed on the Pauatahanui rental property, all Healthy Homes compliance work must be done by the end of 90 days.

Inability to adhere to each of Healthy Homes Standards by the end of the deadlines can result in the possibility of a fine up to $7200. Anyone can request information regarding the Healthy Homes Standard and how they relate to the property they are living in. If the property manager does not supply the information requested within 21 days of having received the inquiry, they can receive an infringement notice and could be fined up to $750.

Additionally, there is also a fine of approximately $900 for landlords or property managers who offer a false or false Healthy Homes Statement of Compliance or information. The person who is responsible to pay this fine is the one who is identified on the tenancy contract as the person letting the property out and it could be the landlord’s name or the company that manages the property.

It is important to keep in mind that a landlord who manage several rental properties can face more severe penalties for not complying. The harshest penalties are handed down only for serious breaches, and landlords with six or more properties can be fined up to $50,000, and even as high as $100,000 in hearings.

Unreasonable Gaps & Holes

Draught Stopping Pauatahanui

Draughts are a major cause of less temperature in homes. A cold home will cost more to heat, which means wasting energy and increased bills.

If a draft can be felt through gaps that are too large or holes that it needs to be closed.

What are unreasonable gaps and holes?

If you can feel external air coming in or a clear draught from a hole or gap that is, it is likely a crack or crack that requirements sealing in any way. Large gaps and cracks should be sealed permanently. Any gaps greater than 3mm that let air in or out into the house require seals. For example, if the open fireplace is not in use, it could cause draughts, and should be blocked off. Property managers and landlords are responsible for making sure that such draughts are squelched as much as imaginable.

There is no require to block up intentional gaps or holes which are part of the building. For instance, small gaps around doors and windows might be necessary to allow movement of the building when the household gets warmer and cooler, to allow them to be shut and opened, rather than securing. We will check every window and door as part of our Healthy Homes assessment of your rental property.

Heating Pauatahanui

Pauatahanui rental properties must have a fixed heating source that can heat the living space to a minimum of 18degC even on the coldest days of the year. This is the recommended minimum indoor temperature recommended by the World Health Organisation for people’s physical health and mental outlook.

The heating source needs that it be permanently fixed (i.e., not portable) that is, at minimum 1.5 kW in heating capacity, and it must have the minimum heating capacity needed to heat the living space in general. A Heating Assessment Tool could be used to determine if the current permanent heater(s) are sufficient or if you’ll require to "top up" by adding a second heater. Unflued combustion and open fire heaters like small portable LPG bottle heaters aren’t considered to be suitable heating options for those following the Healthy Homes Standard.

If the heating you provide is an electric heater (or heat pump), it requirements to include a thermostat. This will make the heating more consistent and efficient. For most properties, larger fixed heating equipment like heat pumps, wood burners, pellet burners or flued gas heaters will be required. In some instances, like small apartment buildings small apartments, a smaller electric fixed heater may suffice.

If the living area is already equipped with a fixed heating source like heat pumps, it could require a top up to ensure it meets the requirements. Certain types of heaters cannot be utilised to meet the quality as they are either costly, not cost-effective to run, and/or unsafe to run.

Ventilation Pauatahanui

Every living space in a rental house must have at least one opening doors or windows to offer natural airflow. In addition, humid areas like kitchens and bathrooms should have an externally vented extractor fan to eliminate moisture.

The ventilation quality is about recognising that dried air can be much easier to heat and that an apartment that is well-ventilated is less likely to develop mould and damp.

Bedrooms, living rooms kitchens, and dining areas are considered liveable areas. Connecting spaces such as the hallway aren’t considered liveable and don’t need an opening window or door.

Each door, window or Skylight needs at least to open up to the outside, and stay at an open angle in order to allow to circulate fresh air as well as ventilation.

All kitchens and bathrooms, and any other area in your house that houses a bath, shower, cooktop or other high moisture-producing item will need appropriate extractor fans that vent to the outdoors. We offer a Healthy Homes Assessment service will ensure that there is sufficient ventilation in every living space and will also check for the proper extractor fans in areas of high moisture.

Insulation Pauatahanui

The insulation of the ceiling and underfloor is mandatory to all rental houses as of July 1st, 2019. Property managers and landlords have to ensure the insulation meets current quality. In some instances, old ceiling insulation as well as insulation within the sub floor space may require to be filled with or replaced.

A properly insulated home will reduce the risk of condensation and lower the chance of mould and damp, and it will make more easy to the house to hold the heat.

Insulation needs to be in compliance with the R-values that are appropriate for your region.

The "R" stands for thermal resistance, and is a gauge of how well insulation resists heat flow. The more R-value is higher, the more effective the insulation.

  • Zone 1 - Auckland & Northland - ceiling R 2.9, underfloor R 1.3
  • Zone 2 – The rest of the North Island except Taupo and the Central Plateau – ceiling R 2.9 underfloor R 1.3
  • Zone 3 Zone 3 North Island Taupo, Central Plateau and all of the South Island – ceiling R 3.3 and underfloor R 1.3

Pauatahanui Moisture Ingress & Drainage

Protecting your rental property from dampness isn’t just about what’s inside the building but you must ensure there is somewhere for surface, rain as well as groundwater to move, and prevent it from getting into the building. When it concerns damp and moisture it’s typically the concerns you don’t notice that could be a huge problem, causing damage to your investment and affecting the tenant’s health.

Rental properties must have effective drainage to remove the stormwater and surface waters and ground water, including an appropriate outfall or runoff. Making sure that water has a proper place to go, and that it can’t linger underneath the structures is an important aspect of maintaining your property’s dry.

In addition to an irrigation system to stop moisture from entering, if your rental is enclosed between the floor and the ground, a ground moisture barrier must be put in place when it’s reasonably practicable to do so.

A ground moisture barrier is typically a polythene sheet laid over the ground to prevent any moisture that is present in the ground from rising into the structure. It also helps prevent water damage to the floor insulation.
