Fines for Failing to Comply

Beginning on July 1st, 2021, when a new or renewed tenancy is signed on a Paremata rental property, all Healthy Homes compliance items need to be finished by the end of 90 days.

As of 1st July 2021, once a new, renewed or varied Tenancy is signed for the Paremata rental property, all Healthy Homes compliance work must be completed within 90 days.

Paremata Healthy Homes Compliance Timeframes

Tenancies signed in the period between July 1st 2019 to 30 , June 20,21

  • Underfloor and ceiling insulation is mandatory in all Paremata and New Zealand rental houses where it’s reasonably practicable to put in.
  • A Healthy Homes Statement of Intent to Comply An Insulation Statement as well as an Insurance Statement must be included in any new, renewed or varied tenancy agreement.
  • Landlords and property managers must keep records that prove conformance with all Healthy Homes Standard that apply or will be applied during the tenure of the rental property.

From 1 July 2021

  • Private landlords and property managers are required to ensure their rental properties comply in accordance with Healthy Homes Standard within 90 days of any new, renewed or varied Tenancy.
  • All the boarding households (except Kainga Ora and registered Community Housing Provider boarding household tenancies) must comply with the Healthy Homes Standard regardless of when the tenancy began.

From 1 July 2023

  • All households that are rented out by Kainga Ora (formerly Housing New Zealand) and Community Housing Providers that are registered must be in compliance with the Healthy Homes Standards regardless of when the tenancy began.

Starting 1 July 2024

  • All rentals houses are required to comply with Healthy Homes Standard regardless of when the tenancy first began.
Unreasonable Gaps & Holes

Draughts are a major cause of dropping temperatures within houses. A cold home costs more to heat, meaning wasting energy and incurring higher costs.

If a draught can be felt through gaps that are too large or holes, it needs to be closed.

What are unreasonable gaps and holes?

If you are able to feel external air entering or an unobstructed draught coming out of a hole or gap, then it is likely a crack or an opening that requirements sealing in any way. Large cracks and gaps should be stopped permanently. Gaps greater than 3mm that let air into or out within the home need the sealing. For instance, if an open fireplace isn’t being used, it can cause draughts and should be shut off. Property managers and landlords are responsible for making sure that draughts from the fireplace are removed in the maximum extent imaginable.

You don’t require to block holes or gaps that are part of the building. If the heating you provide is an electric heater or heat pump then it must have a thermostat. This makes your heating more consistent and effective. In most homes, larger fixed heating systems such as heat pumps, wood burners, pellet burners or flued gas heaters are necessary. However, in certain instances like small apartments the smaller fixed electric heater could be enough.

If the main living room already has a permanent heating source, like heat pumps, it might just require some additional energy in order to comply with the standards. Certain types of heaters cannot be used to achieve the quality because they’re not efficient, cost prohibitive to operate or are unsafe to operate.

Ventilation Paremata

Ceiling and underfloor insulation is required on all rental homes as of July 1st, 2019. Property managers and landlords should make sure the insulation meets the new quality. In some cases, existing ceiling insulation or insulation in the sub floor space may need to be topped up or replaced.

A properly insulated home can reduce condensation and lessen the likelihood of mould and dampness, as well as making much easier to allow the house to keep the heat.
