Fines for Failing to Comply

Since the 1st July of 2021, if a new or renewed tenancy is signed for a Paremata rental property, all Healthy Homes compliance tasks have to be completed by the end of 90 days.

From the 1st of July in 2021, when a brand new or renewed contract is signed on the Paremata rental property, all Healthy Homes compliance work must be completed by the end of 90 days.

Paremata Healthy Homes Compliance Timeframes

Tenancies established beginning on 1 July 2019 to 30 June 2021

  • Underfloor and ceiling insulation is mandatory to all Paremata and New Zealand rental houses where it is reasonably practicable to put in.
  • A Healthy Homes Statement of Intent to Comply, an Insulation Statement and an Insurance Statement must be included in any renewal, new or modified tenancy agreement.
  • Property managers and landlords have to keep records to demonstrate the compliance with all Healthy Homes Standard that apply or will be applied during the tenure of the rental property.

From 1 July 2021

  • Private landlords and property managers must ensure that their rental properties are in compliance in accordance with Healthy Homes Standard within 90 days of a new, renewed , or altered lease.
  • All the boarding homes (except Kainga Ora and Community Housing Providers with registered Boarding house tenancies) must meet the Healthy Homes Standards regardless of the date when the tenancy started.

From 1 July 2023

  • All houses which are rented through Kainga Ora (formerly Housing New Zealand) and Community Housing Providers that are registered must meet the Healthy Homes Standards regardless of when the tenancy began.

From 1 July 2024

  • All rentals homes are required to comply with Healthy Homes Standards regardless of the date when the tenancy started.

Heating Paremata

Insulation Paremata

The insulation of the ceiling and underfloor has been compulsory for all rent houses since 1 July 2019. Property managers and landlords have to ensure that the insulation is in line with standards that are in line with the latest quality.
