Fines for Failing to Comply

Since the 1st July of 2021, when a new or renewed tenancy is signed on a Paremata rental property, all Healthy Homes compliance tasks must be done by the end of 90 days.

Paremata Healthy Homes Compliance Timeframes

Tenancies signed between 1 July 2019 and 30 June 2021

  • The insulation of the ceiling and underfloor is mandatory to all Paremata and New Zealand rental homes where it’s reasonably practicable to install.
  • A Healthy Homes Declaration of Intent along with an Insulation Declaration and an Insurance Statement must be included with any renewal, new or amended tenancy agreement.
  • Property managers and landlords are required to keep records to demonstrate the conformance to the Healthy Homes Standards that apply or will be in force throughout the tenancy period of their rental properties.

Starting 1 July 2021

  • Property managers and private landlords should make sure their rental properties conform with the Healthy Homes Standard within 90 days of a newly renewed, extended or changed Tenancy.
  • All boarder households (except Kainga Ora and Community Housing Providers with registered boarder house tenancies) are required to comply with Healthy Homes Standards regardless of when the tenancy began.

Beginning 1 July 2023

  • All homes rented from Kainga Ora (formerly Housing New Zealand) and Community Housing Providers that are registered must comply with the Healthy Homes Standards regardless of the date the tenancy was started.

From July 1st 2024

  • All rental houses must be in compliance with the Healthy Homes Standards regardless of the date when the tenancy started.

Heating Paremata

Paremata rental properties must have a fixed heating source which can warm the main or largest living room to at least 18degC even on the coldest days of the year. This is the recommended minimum indoor temperature suggested by the World Health Organisation for people’s physical health as well as their mental health.

The source of heating requirements to be fixed (i.e. not portable) and at minimum 1.5 kW in heating capacity, and meet the minimum heating capacity needed in the living area. In most houses, larger heaters that are fixed, such as heat pumps, wood burners pellet burners, flued gas heaters are required. However, in some cases like apartments with small spaces an electric, fixed heater may suffice.

If your living space already has a fixed heating source like the heat pump, it might require a top up to make sure it meets the requirements. Certain kinds of heaters cannot be used to achieve the quality as they are either inefficient, unaffordable to operate and/or unsafe to run.

Ventilation Paremata
