The areas covered by the Healthy Homes Standards are:

We can evaluate your rental property to check whether it’s in compliance with the NZ Healthy Homes and Residential Tenancy Acts standards. After assessing, we’ll advise you or your property manager about any work which needs to be completed and offer an assessment report that includes all the information needed for your tenancy agreement’s Healthy Home Statement of Compliance.

Fines for Failing to Comply

Since the 1st July of 2021, when a brand new, renewed or varied tenancy is signed for a Papakowhai rental property, all Healthy Homes compliance tasks have to be completed inside of 90 days.

As of 1st July 2021, if a new, renewed or varied lease is entered into on the Papakowhai rental property, all Healthy Homes compliance work must be finished by the end of 90 days.

Failure to adhere to all of the Healthy Homes Standards within the period of time expected can lead to the possibility of a fine up to $7200. Furthermore, if a current Healthy Homes Statement of Compliance isn’t incorporated in the new, renewed or revised tenancy agreement there could be an additional fine or infringement fee.

Any tenant may request details regarding the Healthy Homes Standard and how they relate to the home they reside in. If the the property manager doesn’t provide the required information within 21 days of having received the inquiry, they may receive an infringement notice and be fined up to $750.

In addition, there’s also a penalty approximately $900 for property owners or property managers providing a false or misleading Healthy Homes Statement of Compliance or information. The person who is responsible to pay this fine is the one who is named on the lease agreement as the person who is leasing the property out, so it could be the landlord’s name or the property management company.

All information in the Statement of Compliance needs to be up-to-date when the tenancy contract is completed, and must be updated through the tenancy period as associated work has been completed.

It’s crucial to remember that a landlord who own multiple rental properties may receive even higher fines for non-compliance. The most severe penalties are handed down only for serious breaches. Landlords with at least six rental properties could be penalised up to $50,000, or as high as $100,000 in the case of hearing claims.

Healthy homes are important

Why is Healthy Homes Compliance so Important?

Around 1 in 3 households rent in New Zealand and Papakowhai, and research suggests that rental homes are more likely to be colder, older and are not as efficient heating, and generally tend to be lower quality than owner occupied properties.

Cold, damp and mouldy homes are linked to negative health outcomes, particularly illnesses like colds, asthma, as well as cardiovascular conditions. Additionally, those who report at least four key housing quality problems frequently have less satisfaction in their lives and lower psychological well-being.

Improving the quality of Papakowhai rental property will allow tenants to enjoy improved physical and mental health, and lessen the disturbance to learning, work and living due to illnesses. Your investment will also be better safeguarded from mildew, mould and damp damage, meaning lower costs for maintenance over the long term.

The Healthy Homes Standards are a listing of minimum and specific standards for Heating, Insulation Ventilation, Moisture ingress and Drainage, and Draught stopping within Papakowhai rental properties.

Unreasonable Gaps & Holes

Draught Stopping Papakowhai

Draughts increase the likelihood of less temperature in houses. A cold home will cost more to heat, resulting in wasted energy and increased bills.

If a draught could be perceived as a result of gaps or holes or holes, it needs to be closed.

What are the most unreasonable gaps or holes?

If you are able to feel external air flowing in or the air is clear from a hole or gap that is, it’s probably a gap or an opening that needs sealing in the way you can. Cracks and gaps that are large should be permanently stopped. The gaps that exceed 3mm that allow air to enter or exit from the house need to be sealed. For instance, if an open fireplace isn’t in use it could cause draughts, and should be blocked from. Landlords and property managers are responsible for ensuring that these draughts are stopped in the maximum extent imaginable.

There is no need to block off holes or gaps which are part of the construction. For example, tiny gaps around windows and doors could be required to allow for movement within the building as the house warms and cools to allow them to be shut and opened, rather than being stuck. We will test every window and door as part of the Healthy Homes assessment of your rental property.

Heating Papakowhai

Rental properties in Papakowhai require a reliable source of heat that is able to heat the principal or the biggest living room to at least 18 degrees Celsius, even on the coldest days of the year. This is the minimum temperature indoors that is recommended by the World Health Organisation for people’s physical well-being and mental well-being.

The heating source requirements to be fixed (i.e. not portable) with at least 1.5 Kilowatts in heating capacity, and meet the minimum required heating capacity to heat the living space in general. A Heating Assessment Tool may be used to determine whether the current installed heater(s) are adequate or if you’ll need to "top-up" with an additional heater. Open fires as well as unflued combustion heaters like the portable LPG bottle heaters are not considered acceptable heating options in the Healthy Homes Standard.

If the heating system you offer is electric heating or heat pump it should have the thermostat. This will make the heating more reliable and effective. In most homes, larger fixed heating devices such as wood burners, heat pumps pellet burners, flued gas heaters will be required. However, in some cases like small apartment buildings small apartments, a smaller electric fixed heater may be sufficient.

If your main living space already has a permanent heating source, like an air conditioner, it may require an upgrade in order to comply with the standards. Certain kinds of heaters cannot be utilised to meet the quality since they’re either expensive, inefficient or unsafe to operate.

Ventilation Papakowhai

Every living space of a rental property must have at least one opening door or window to provide natural airflow. In addition, humid areas such as kitchens and bathrooms should have an externally vented extractor fan that can take moisture away.

This ventilation quality is about recognising the fact that dry air will be more easy to heat, and that a well ventilated rental property is less likely to develop mould and damp.

Bedrooms, living rooms, kitchens and dining rooms are considered to be liveable spaces. Connecting spaces such as the hallways are not liveable and are not require an opening window or door.

Each window, door , or skylight requirements to be able to open to the outside, but remain set in an opening position in order to allow ventilation and fresh air air flow.

All kitchens and bathrooms, and every other room of your home that has shower, bath and cooktop or another humidity-generating items will require appropriate extractor fans that can be vented out to the outside. We offer a Healthy Homes Assessment service will make sure there is sufficient ventilation in every living space with the right extractor fan in areas of high moisture.

Insulation Papakowhai

The insulation of the ceiling and underfloor has been compulsory for all rent homes from 1 July 2019. All landlords and property managers must make sure that the insulation is up to current quality. In certain situations, the old ceiling insulation as well as insulation within the sub floor space might need to be topped up or replaced.

A house that is well-insulated can help control condensation and lessen the likelihood of mould and dampness, and also makes an easier task for the household to hold heat.

Insulation requirements to meet the R-values required for your area

The "R" is a symbol for thermal resistance, and is a gauge of how well insulation resists heat flow. The more high the R-value, better the insulation.

  • Zone 1 Zone 1 Auckland & Northland Ceiling R 2.9 in the underfloor, 1.3
  • Zone 2 – the rest part of North Island except Taupo and the Central Plateau – ceiling R 2.9 underfloor R 1.3

Papakowhai Moisture Ingress & Drainage

The security of your rental home from dampness isn’t just about what’s inside the building It’s about having to make sure there is somewhere to allow surface, rain and ground water to go and prevent it from getting into the building. When it comes to moisture and damp it’s typically the concerns you don’t notice that can become a big problem, causing damage to your investment as well as harming the tenant’s well-being.

Rental properties should have effective drainage to remove rainwater, storm water and groundwater, with the proper outfall or runoff. Making sure that the water has a proper place to go, and also that it doesn’t get sucked into buildings is a vital aspect of making sure your property is dry.

Alongside a drainage system to prevent moisture ingress, if your apartment has an enclosed gap between the floor and soil, a ground-water barrier should be put in place if it’s reasonably practicable to do so.

Ground moisture barriers are generally a sheet of polythene that is placed over the ground, in order to block any moisture that is present in the ground from getting into the property. It also helps to prevent moisture damage to the underfloor insulation.
