Why is Healthy Homes Compliance so Important?

Around 1 in 3 households rent from New Zealand and Papakowhai, and research indicates that rental houses tend to be colder, older, are not as efficient heating and tend to be lower quality than the homes of owners.

The damp, cold and mouldy homes are associated with negative well-being outcomes, especially for diseases like colds and asthma, as well as heart diseases. Additionally, those who reported at least four major housing quality problems frequently have lower levels of satisfaction with life and a decrease in well-being.

The improvement in the standard of Papakowhai rental property can allow tenants to experience better mental and physical health, and lessen the interruption to learning, work and living due to illness. Your investment will also be better protected from mildew, mould and damp damages, which means less costs of maintenance in the long run.

Draughts increase the likelihood of lower temperatures in houses. A cold house is more expensive to heat, meaning wasting energy and incurring higher costs.

If a draft can be felt through gaps that are too large or holes that it requirements to be closed.

What are unjustifiable gaps or holes?

If you are able to feel external air getting in, or see the sound of a clear draught emanating out of a hole or gap or crack, then it’s likely to be a gap or crack that requirements sealing in somehow. Large cracks and gaps should be stopped permanently. The gaps that exceed 3mm that allow air in or out of the home require sealing. For example, if an open fireplace isn’t used it may cause draughts and should be sealed off. Landlords and property managers are accountable for making sure that such draughts are squelched in the maximum extent possible.

There is no require to cover up holes or gaps in the building. For instance, small gaps around windows and doors may be required to allow for the movement of the structure as the house warms and cools so that they are able to be closed and opened instead of instead of being stuck. We will check all windows and doors during your Healthy Homes assessment of your rental property.

A good heating system is important to ensure well-being houses

Heating Papakowhai

Papakowhai rental properties require a reliable source of heat that can warm the main or largest living space to a minimum of 18degC, even during the coldest winter days. This is the recommended minimum indoor temperature suggested by the World Health Organisation for people’s physical well-being as well as their mental health.

The heating source needs to remain fixed (i.e., not portable), at least 1.5 kW of heating capacity and have the minimum heating capacity needed for the main living room. A Heating Assessment Tool could be used to determine if the existing installed heater(s) are adequate or if you’ll require to top up with an additional heater. Fires that are open and unflued heaters such as portable LPG bottle heaters aren’t considered acceptable heating options under Healthy Homes Standard. Healthy Homes Standard.

If the heating system you provide is an electric heater (or heat pump), it should include the thermostat. This will make the heating more reliable and efficient. For the majority of houses, bigger heaters that are fixed, such as wood burners, heat pumps, pellet burners or flued gas heaters are necessary. However, in some cases like apartments with small spaces an electric, fixed heater may suffice.

If the living area already has a fixed heating source, such as the heat pump, it could need an update to make sure it meets the requirements. Certain kinds of heaters aren’t able to be used to meet the quality because they’re not effective, cost prohibitive to operate or are unsafe to operate.

Each living space within the rental property should include at least one open windows or an exterior door to provide natural airflow. In addition, high moisture spaces like kitchens and bathrooms should be equipped with an venting fan outside to take moisture away.

It is the ventilation standard is about recognising it is that dried air can be much easier to heat, and that a well ventilated rental property is less likely to grow damp and mould.

Living rooms, bedrooms, kitchens, and dining rooms are considered liveable spaces. Connecting spaces such as the hallways are not living spaces and therefore don’t require an opening door or window.

Each window, door or Skylight needs at least of opening to the outside, but remain fixed in an open position to allow ventilation and fresh air air flow.

All kitchens and bathrooms, and any other room in your property with a bath, shower, cooktop or other high water-generating appliance will need adequate extractor fans that vent to the outdoors. Our Healthy Homes Assessment service will make sure there is sufficient ventilation in each livable space and will also check for the proper extractor fans for areas that are high in moisture.

Insulation Papakowhai

Insulation for underfloor and ceilings has been compulsory on all rental houses from 1 July 2019. Property managers and landlords have to ensure that the insulation is up to standards that are in line with the latest standard. In certain situations, the existing ceiling insulation or insulation in the subfloor space may require to be filled with or replaced.

A house that is well-insulated will help to control condensation and lower the chance of mould and dampness, and also makes more easy for the house to hold warmth.

Insulation needs to meet the R-values required for your area

The "R" refers to thermal resistance and it is a measurement of how well the insulation can withstand heat flow. The greater the R-value, the more effective the insulation.

  • Zone 1 - Auckland & Northland - ceiling R 2.9 Underfloor R 1.3
  • Zone 2 – the remainder part of North Island except Taupo and the Central Plateau – ceiling R 2.9, underfloor R 1.3
  • Zone 3 - North Island Taupo, Central Plateau and all of the South Island – ceiling R 3.3 and underfloor R 1.3

Papakowhai Moisture Ingress & Drainage

Keeping your rental property safe from water damage isn’t only about what’s inside the building but you must ensure there is somewhere to allow surface, rain and underground water to flow and to prevent it from getting into the building. When it concerns damp and moisture it’s typically not apparent that it can become a big problem and cause the property to suffer and affecting your tenant’s health.

Properties that are rented must be equipped with efficient drainage to get rid of the stormwater and surface waters, and ground water, including an appropriate outfall or runoff. Making sure the water has a location to go and that it can’t linger underneath the buildings is a vital aspect of maintaining your property’s dry.

In addition to the drainage system that will prevent water ingress, if the rental has an enclosed gap between floorboards and the surface, a ground moisture barrier should be put in place if it is reasonably practicable to install it.

A ground moisture barrier is usually a polythene sheet laid over the ground, in order to block any moisture that is present in the ground from entering the building. It also assists in preventing any damage to your underfloor insulation.
