Fines for Failing to Comply

Papakowhai Healthy Homes Compliance Timeframes

Tenancies signed beginning on 1 July 2019 to the 30th June in 2021

  • The insulation of the ceiling and underfloor is required for all Papakowhai and New Zealand rental houses where it’s reasonably practicable to put in.
  • A Healthy Homes Declaration of Intent, an Insulation Statement and an Insurance Statement must be included in any renewal, new or modified tenancy agreement.

Papakowhai rental properties should have a permanent source of heating that is able to heat the main or largest living space to at least 18degC even on the coldest days of the year. If the heating that you provide is electric heating (or heat pump), it must have a thermostat. This will help make the heating more consistent and efficient. For most houses, larger fixed heating systems such as heat pumps, wood burners, pellet burners or flued gas heaters will be required. However, in some cases like small apartment buildings, a smaller fixed electric heater might be enough.

If the main living room already has a fixed heating source, such as the heat pump, it might just require some additional energy to be able to meet the standards. Some types of heaters can’t be used to achieve the quality as they are either costly, not cost-effective to run, and/or unhealthy to run.
