Fines for Failing to Comply

From the 1st of July in 2021, once a new or renewed contract is signed on a Normandale rental property, all Healthy Homes compliance tasks must be taken care of within 90 days.

Beginning on July 1st, 2021, when a brand new, renewed or varied Tenancy is signed for the Normandale rental property, all Healthy Homes compliance work must be finished inside of 90 days.

Inability to adhere to one of the Healthy Homes Standards by the end of the anticipated timeframe could result in an amount of $7200. Landlords with six or more properties could be penalised up to $50,000, and even as high as $100,000 in hearing claims.

Normandale Healthy Homes Compliance Timeframes

Tenancies that were signed between 1 July 2019 and 30 June 2021

  • Ceiling and underfloor insulation is required to all Normandale and New Zealand rental homes where it is reasonably practicable to install.
  • A Healthy Homes Statement of Intent to Comply as well as an Insulation Statement, and an Insurance Statement should be included in any new, renewed or varied tenancy agreement.
  • Property managers and landlords have to keep records that prove the compliance with all Healthy Homes Standard that apply or will be applicable during the tenancy of an apartment rental.

Beginning 1 July 2021

  • All houses that are rented out by Kainga Ora (formerly Housing New Zealand) and Community Housing Providers that are registered must be in compliance with the Healthy Homes Standards regardless of when the tenancy first began.

From July 1st 2024

  • All rental homes must be in compliance with the Healthy Homes Standard regardless of when the tenancy first began.

Rental properties in Normandale need to have a stable heating source that can warm the living space to a minimum of 18degC, even on the most coldest days of the year. Ceiling and underfloor insulation is required for all rent homes since July 1, 2019.
