Fines for Failing to Comply

Tenancies signed between 1 July 2019 to 30 June 2021

  • Ceiling and underfloor insulation is required to all Normandale and New Zealand rental houses where it is reasonably practicable to install.
  • A Healthy Homes Intent to Comply Statement, an Insulation Statement and an Insurance Statement should be included with any renewed, new or modified tenancy agreement.
  • Property managers and landlords have to keep records that demonstrate compliance with any Healthy Homes Standard that apply or will be in force to your rental home.

From July 1st 2021

  • Private landlords and property managers should make sure their rental properties comply with the Healthy Homes Standards within 90 days of any new, renewed or varied lease.
  • All boarder homes (except Kainga Ora and Community Housing Providers with registered for boarding household tenancies) are required to comply with Healthy Homes Standards regardless of the date when the tenancy started.

From 1 July 2023

  • All households let from Kainga Ora (formerly Housing New Zealand) and Community Housing Providers that are registered must meet the Healthy Homes Standards regardless of when the tenancy first began.

Starting 1 July 2024

  • All rental homes must comply with the Healthy Homes Standards regardless of when the tenancy first began.

There is no need to block gaps or holes that are part of the building. For example, tiny gaps around windows and doors may be required to allow for movement within the structure when the home is heated and cools to allow them to be opened and closed rather instead of being stuck. Heating Normandale

Rental properties in Normandale require a reliable source of heating that is able to heat the living area to at minimum 18 degrees Celsius, even on the most coldest days of the year. If the main living room already has a permanent heating source like the heat pump, it may need some additional energy to meet the standards. Certain kinds of heaters aren’t able to be used to achieve the quality as they are either inefficient, unaffordable to operate or are unsafe to operate.

Ventilation Normandale
