Normandale Healthy Homes Compliance Timeframes

Tenancies that were signed in the period between July 1st 2019 and the 30th June in 2021

  • The insulation of the ceiling and underfloor is mandatory throughout Normandale and New Zealand rental homes where it is reasonably practicable to install.
  • A Healthy Homes Declaration of Intent, an Insulation Statement and an Insurance Statement must be included in any new, renewed or varied tenancy agreement.
  • Landlords and property managers must keep records of their conformance with all Healthy Homes Standard that apply or will apply throughout the tenancy period of an apartment rental.

From 1 July 2021

  • Property managers and private landlords must ensure their rental properties conform according to Healthy Homes Standard within 90 days of a newly renewed, extended or changed tenancy.
  • All boarding houses (except Kainga Ora and registered Community Housing Provider boarding household tenancies) must adhere to the Healthy Homes Standard regardless of when the tenancy began.

From 1 July 2023

  • All households which are rented from Kainga Ora (formerly Housing New Zealand) and Community Housing Providers that are registered must meet the Healthy Homes Standards regardless of the date when the tenancy started.

From 1 July 2024

  • All rental houses have to meet the Healthy Homes Standards regardless of the time of the first day of tenancy.

If the heating you provide is an electric heater or heat pump it must have a thermostat. This will make the heating more reliable and efficient. For most homes, larger heaters that are fixed, such as heat pumps, wood burners, pellet burners or flued gas heaters are needed. However, in some cases like small apartments small apartments, a smaller electric fixed heater might be enough.

If the main living room already has a fixed heating source like heat pumps, it might just need a top up in order to comply with the standards. Certain types of heaters cannot be used to achieve the standard because they’re inefficient, unaffordable to operate or are unsafe to operate.

Ventilation Normandale
