Unreasonable Gaps & Holes

Draught Stopping Normandale

Draughts are a major cause of low temperatures inside homes. A cold home is more expensive to heat, which results in wasting energy and resulting in higher bills.

If a draught could be felt through gaps that are too large or holes, it needs to be closed.

What are unreasonable gaps and holes?

If you are able to feel external air flowing in or a clear draught from a gap or hole or crack, then it is probably a gap or hole which requirements sealing in some way. Cracks and gaps that are large should be fixed permanently. Cracks that are greater than 3mm and let air into or out into your house need sealing. For instance, if an open fireplace isn’t used it can create draughts. This should be sealed off. Property managers and landlords are accountable for making sure that draughts from the fireplace are removed whenever possible.

You don’t require to block holes or gaps that are part of the building. For example, tiny gaps around doors and windows could be necessary to allow for movement of the building as the household gets warmer and cooler, in order to let them be opened and closed rather than securing. We will check all doors and windows during an Healthy Homes assessment of your rental property.

Heating Normandale

Rental properties in Normandale must have a fixed source of heating that can heat the principal or the biggest living space to at least 18degC even on the coldest days of the year. This is the minimum temperature indoors recommended by the World Health Organisation for people’s physical well-being as well as their mental health.

The source of heat requirements that it be permanently fixed (i.e., not portable), at minimum 1.5 kW in heating capacity, and it must have the minimum required heating capacity for the main living room. The Heating Assessment Tool can be used to check if the existing installed heater(s) are adequate or if you’ll require to "top up" with a new heater. Unflued combustion and open fire heaters, such as mobile LPG bottle heaters aren’t considered to be safe heating options in The Healthy Homes Standard.

If the heating you provide is electric heating or heat pump it needs to be equipped with the thermostat. This will help make the heating more reliable and effective. For most houses, larger fixed heating systems such as heat pumps, wood burners, pellet burners or flued gas heaters are required. However, in certain instances like small apartment buildings, a smaller fixed electric heater could be enough.

If the living area already has a central heating source such as the heat pump, it could need an upgrade to be able to meet the standards. Certain types of heaters cannot be used to meet the standard since they’re either inefficient, unaffordable to operate or are unsafe to operate.
