Fines for Failing to Comply

As of 1st July 2021, when a new, renewed or varied tenancy is signed for a Normandale rental property, all Healthy Homes compliance tasks need to be done within 90 days.

From the 1st of July in 2021, if a new or renewed contract is signed on a Normandale rental property, all Healthy Homes compliance work must be done inside of 90 days.

Normandale Healthy Homes Compliance Timeframes

Tenancies established between 1 July 2019 to the 30th June in 2021

  • Insulation of the underfloor and ceiling is required to all Normandale and New Zealand rental houses where it’s reasonably practicable to install.
  • A Healthy Homes Statement of Intent to Comply along with an Insulation Declaration and an Insurance Statement should be included in any new, renewed or amended tenancy agreement.
  • Property managers and landlords are required to keep records to demonstrate the conformance to the Healthy Homes Standard that apply or will apply throughout the tenancy period of the rental property.

Beginning 1 July 2021

  • Property managers and private landlords must ensure that their rental properties are in compliance according to Healthy Homes Standard within 90 days of any newly renewed, extended or changed lease.
  • All boarding homes (except Kainga Ora and registered Community Housing Provider boarder home tenancies) must comply with the Healthy Homes Standard regardless of the time the tenancy began.

  • All homes let from Kainga Ora (formerly Housing New Zealand) and Community Housing Providers that are registered must be in compliance with the Healthy Homes Standards regardless of the date the tenancy was started.

Starting 1 July 2024

  • All rentals houses are required to comply with Healthy Homes Standard regardless of when the tenancy began.
