Fines for Failing to Comply

Since the 1st July of 2021, if a new, renewed or varied contract is signed on a Normandale rental property, all Healthy Homes compliance items must be completed within 90 days.

Beginning on July 1st, 2021, when a new or renewed tenancy is signed on the Normandale rental property, all Healthy Homes compliance work must be completed by the end of 90 days.

Normandale Healthy Homes Compliance Timeframes

Tenancies signed beginning on 1 July 2019 to 30 June 2021

  • Insulation of the underfloor and ceiling is a requirement to all Normandale and New Zealand rental houses where it’s reasonably practicable to put in.

  • All boarding households (except Kainga Ora and Community Housing Providers with registered boarding home tenancies) must meet the Healthy Homes Standard regardless of the date the tenancy was started.

Beginning 1 July 2023

  • All households let from Kainga Ora (formerly Housing New Zealand) and Community Housing Providers that are registered must meet the Healthy Homes Standards regardless of when the tenancy began.

From 1 July 2024

Heating Normandale

Normandale rental properties require a reliable source of heat that can warm the principal or the biggest living space to at least 18 degrees Celsius, even on the winter coldest days.
