If a draught is perceived as a result of gaps or holes, it requirements to be sealed.

What are the most unreasonable gaps or holes?

If you are able to feel external air getting in, or see an unobstructed draught coming out of a hole or gap or crack, then it’s most likely a gap or hole which requirements sealing in any way. Cracks and gaps that are large should be permanently stopped. Any gaps greater than 3mm that let air into or out within your house require to be sealed. A good heating system is crucial for well-being homes

Heating Normandale

Rental properties in Normandale need to have a stable source of heat that can heat the principal or the biggest living space to at least 18degC even on the winter coldest days. This is the minimum temperature indoors that is recommended by the World Health Organisation for people’s physical well-being as well as their mental health.

The source of heat needs to be fixed (i.e., not portable) that is, at minimum 1.5 kW of heating capacity and have the minimum capacity for heating required for the main living space. A Heating Assessment Tool may be used to check if the current installed heater(s) are adequate or if you’ll require to "top up" with a new heater. Unflued combustion and open fire heaters such as portable LPG bottle heaters aren’t considered to be safe heating options under The Healthy Homes Standard.

If the heating system you provide is electric heating or heat source, it should include a thermostat. This makes your heating more consistent and efficient. For the majority of houses, bigger heaters that are fixed, such as heat pumps, wood burners pellet burners, flued gas heaters will be required. In some instances, like small apartment buildings an electric, fixed heater may be sufficient.

If your living space is already equipped with a fixed heating source, like an air conditioner, it might just require an upgrade to meet the standards. Certain types of heaters cannot be utilised to meet the standard as they are either expensive, inefficient or unsafe to operate.

Ventilation Normandale

Each liveable space in a rental house must have at least one opening window or exterior door to provide natural airflow. In addition, humid spaces like kitchens and bathrooms must have a suitable externally vented extractor to take moisture away.

A ventilation quality is about recognising the fact that the dry atmosphere is less difficult to heat and the property that is properly ventilated will be less prone to developing mould and damp.

Bedrooms, living spaces, kitchens and dining rooms are all considered living spaces. Spaces that connect, such as the hallway aren’t liveable , and thus do not need an opening door or window.

Every window, door or Skylight needs for them to be in a position to open to the outside and remain fixed in an open position, allowing the circulation of fresh air and ventilation.

All bathrooms and kitchens and any other room in your property with shower, bath or cooktop, or any other moisture-producing item will require suitable extractor fans which are vented out to the outside. This Healthy Homes Assessment service will ensure that there is sufficient air circulation in every living space and will also check for the proper extractor fans in areas of high moisture.

Insulation Normandale

Underfloor and ceiling insulation is a requirement in all rental homes from 1 July 2019. Property managers and landlords are required to ensure the insulation meets current standard. In certain situations, the old ceiling insulation as well as insulation within the sub floor space may require to be added or replaced.

A house that is well-insulated will help to control condensation and lower the chance of mould and damp, and it will make more easy to the house to keep the heat.

Insulation requirements to be in compliance with the R-values for your area

The "R" signifies thermal resistance, and is a gauge of how well the insulation withstands heat flow. The more high the R-value, better the insulation.

  • Zone 1 Zone 1 Auckland & Northland Ceiling R 2.9, underfloor R 1.3
  • Zone 2 – the rest of North Island except Taupo and the Central Plateau – ceiling R 2.9 underfloor R 1.3
  • Zone 3 - North Island Taupo, Central Plateau and the entire South Island – ceiling R 3.3 below floor R 1.3

Normandale Moisture Ingress & Drainage

Keeping your rental property safe from the effects of moisture isn’t just a matter of the inside but you must make sure there is somewhere for rain, surface or ground water, and also stop it from getting inside. When it is about damp and water, it is often the things you don’t notice that can cause a lot of trouble that can cause damage to your investment and harming the tenant’s well-being.

Rental properties must be equipped with effective drainage for the removal of the stormwater and surface waters and ground water, including the proper outfall or runoff. Making sure that water has a proper place to go, and that it doesn’t get sucked into buildings is an essential part of maintaining your property’s dry.

Alongside a drainage system to prevent the ingress of moisture, if your apartment has an enclosed gap between the floor and ground, a ground water barrier must be installed if it is reasonably practicable to do so.

A ground moisture barrier is usually a polythene sheet laid over the ground to stop any moisture that is present in the ground from entering the building. It also helps to prevent any damage to your underfloor insulation.
