Fines for Failing to Comply

Ngauranga Healthy Homes Compliance Timeframes

Tenancies established between 1 July 2019 and the 30th June in 2021

  • Ceiling and underfloor insulation is mandatory to all Ngauranga and New Zealand rental houses where it is reasonably practicable to install.
  • A Healthy Homes Declaration of Intent An Insulation Statement as well as an Insurance Statement must be included in any new, renewed or altered tenancy contract.
  • Landlords and property managers must keep records to demonstrate the conformance to all Healthy Homes Standard that apply or will be in force during the tenure of the rental property.

Beginning 1 July 2021

  • Property managers and private landlords must make sure their rental properties conform according to Healthy Homes Standards within 90 days of any renewal, new or a change in tenant.
  • All boarding houses (except Kainga Ora and registered Community Housing Provider for boarding home tenancies) must comply with the Healthy Homes Standard regardless of the date when the tenancy started.

From July 1st 2024

  • All rentals homes have to meet the Healthy Homes Standard regardless of when the tenancy began.

Heating Ngauranga

Rental properties in Ngauranga need to have a stable source of heating which can warm the living area to at minimum 18degC, even during the coldest winter days. This is the recommended minimum indoor temperature that is recommended by the World Health Organisation for people’s physical well-being and mental well-being.

The source of heating requirements to be fixed (i.e. not portable) with at minimum 1.5 kW of heating capacity, and meet the minimum required heating capacity for the main living space. For most properties, larger fixed heating equipment like heat pumps, wood burners, pellet burners or flued gas heaters are needed. In certain situations, such as small apartments the smaller fixed electric heater might be enough.

If your main living space is already equipped with a fixed heating source such as heat pumps, it may require a top up to be able to meet the standards. Some types of heaters can’t be utilised to meet the quality since they’re either expensive, inefficient or are unsafe to operate.
