Fines for Failing to Comply

Beginning on July 1st, 2021, when a brand new or renewed tenancy is signed for a Melling rental property, all Healthy Homes compliance items have to be finished within 90 days.

Melling Healthy Homes Compliance Timeframes

Tenancies signed beginning on 1 July 2019 and the 30th June in 2021

  • Insulation of the underfloor and ceiling is required throughout Melling and New Zealand rental houses where it’s reasonably practicable to install.

  • All boarder households (except Kainga Ora and Community Housing Providers with registered boarding home tenancies) must comply with the Healthy Homes Standard regardless of the date when the tenancy started.

From July 1st 2023

  • All homes that are rented out by Kainga Ora (formerly Housing New Zealand) and Community Housing Providers that are registered must comply with the Healthy Homes Standards regardless of the date when the tenancy started.

Beginning 1 July 2024

  • All rental homes have to meet the Healthy Homes Standards regardless of the date when the tenancy started.

Heating Melling

Melling rental properties should have a permanent heating source which can warm the principal or the biggest living area to at minimum 18degC, even on the coldest days of the year. This is the minimum temperature indoors that is recommended by the World Health Organisation for people’s physical well-being and mental well-being.

The heating source needs for it to be permanent (i.e. not portable) and at minimum 1.5 horsepower in capacity, and it must have the minimum capacity for heating required in the living area. A Heating Assessment Tool can be used to check if the fix heater(s) are adequate or if you’ll need to top up by adding a second heater. Fires that are open and unflued heaters such as portable LPG bottle heaters are not considered to be acceptable heating options in the Healthy Homes Standard.

If the heating you offer is an electric heater or heat pump it requirements to include the thermostat. This will make your heating more consistent and efficient. For most properties, larger fixed heating equipment like heat pumps, wood burners, pellet burners or flued gas heaters will be required. However, in certain instances like apartments with small spaces, a smaller fixed electric heater could be enough.

If your living space already has a permanent heating source, like a heat pump, then it might require a top up to meet the standards. Some types of heaters can’t be used to achieve the quality since they’re either not effective, cost prohibitive to operate and/or unsafe to run.

Ventilation Melling

Insulation Melling

Ceiling and underfloor insulation is mandatory in all rental homes since 1 July 2019. All landlords and property managers should make sure the insulation meets this new quality. In some cases, an existing insulation on the ceiling or in the sub floor space may need to be filled with or replaced.

A well-insulated property will help to control condensation and reduce the chances of mould and damp, and also makes more easy to the house to retain heat.
