Fines for Failing to Comply

Maupuia Healthy Homes Compliance Timeframes

Tenancies that were signed in the period between July 1st 2019 and 30 June 2021

  • Insulation of the underfloor and ceiling is required for all Maupuia and New Zealand rental homes where it’s reasonably practicable to install.
  • A Healthy Homes Intent to Comply Statement An Insulation Statement as well as an Insurance Statement must be included in any renewed, new or altered tenancy contract.
  • Property managers and landlords must keep records to demonstrate the conformance to all Healthy Homes Standard that apply or will be in force during the tenancy of the rental property.

From 1 July 2021

From July 1st 2024

  • All rental houses must comply with the Healthy Homes Standard regardless of the date when the tenancy started.

Heating Maupuia

Maupuia rental properties require a reliable source of heat which can warm the living area to at minimum 18degC, even during the coldest days of the year. This is the minimum temperature indoors recommended by the World Health Organisation for people’s physical health and mental outlook.

The heating source needs for it to be permanent (i.e., not portable), at minimum 1.5 kW of heating capacity, and must meet the minimum requirement for heat capacity for the main living room. If the heating you provide is electric heating or heat pump, it must be equipped with the thermostat. This makes the heating more reliable and effective. For most properties, larger fixed heating systems such as heat pumps, wood burners, pellet burners or flued gas heaters are required. However, in certain instances like small apartments small apartments, a smaller electric fixed heater might be enough.

If your living space already has a permanent heating source, like the heat pump, it could need some additional energy to meet the standards. Certain types of heaters cannot be utilised to meet the standard as they are either costly, not cost-effective to run, and/or unsafe to run.
