Fines for Failing to Comply

From the 1st of July in 2021, if a new or renewed tenancy is signed on a Manor Park rental property, all Healthy Homes compliance items have to be taken care of by the end of 90 days.

It is also crucial to be aware that landlords who have multiple rental properties may face greater penalties for non-compliance. The most severe penalties are given for serious breaches. Landlords with at least six rental properties could be fined up to $50,000 and as high as $100,000 in hearing claims.

Tenancies established from 1 July 2019 to 30 , June 20,21

  • The insulation of the ceiling and underfloor is a requirement for all Manor Park and New Zealand rental houses where it’s reasonably practicable to put in.
  • A Healthy Homes Statement of Intent to Comply along with an Insulation Declaration and an Insurance Statement should be included with any new, renewed or altered tenancy contract.
  • Property managers and landlords are required to keep records of their compliance with all Healthy Homes Standard that apply or will be applied during the tenancy of an apartment rental.

From 1 July 2021

  • Private landlords and property managers have to make sure their rental properties comply with the Healthy Homes Standards within 90 days of any new, renewed , or altered tenant.
  • All boarder homes (except Kainga Ora and registered Community Housing Provider boarding household tenancies) must comply with the Healthy Homes Standards regardless of the date the tenancy was started.

From July 1st 2023

  • All houses let through Kainga Ora (formerly Housing New Zealand) and Community Housing Providers that are registered must meet the Healthy Homes Standards regardless of when the tenancy first began.

Starting 1 July 2024

  • All rental houses have to meet the Healthy Homes Standards regardless of when the tenancy began.

Heating Manor Park

Manor Park rental properties need to have a stable heating source that can warm the largest or main living area to at minimum 18 degrees Celsius, even on the most coldest days of the year.
