Fines for Failing to Comply

As of 1st July 2021, once a new, renewed or varied contract is signed on a Khandallah rental property, all Healthy Homes compliance work must be done by the end of 90 days.

Tenancies signed between 1 July 2019 and 30 June 2021

  • Ceiling and underfloor insulation is compulsory throughout Khandallah and New Zealand rental houses where it’s reasonably practicable to install.
  • A Healthy Homes Statement of Intent to Comply, an Insulation Statement and an Insurance Statement must be included with any renewal, new or modified tenancy agreement.
  • Property managers and landlords are required to keep records to demonstrate conformance with the Healthy Homes Standards that apply or will be applied during the tenure of an apartment rental.

Starting 1 July 2021

  • Property managers and private landlords must make sure their rental properties conform to the Healthy Homes Standard within 90 days of any new, renewed , or altered lease.
  • All the boarding houses (except Kainga Ora and Community Housing Providers with registered boarding household tenancies) are required to comply with Healthy Homes Standards regardless of the time the tenancy began.

From 1 July 2023

  • All houses let from Kainga Ora (formerly Housing New Zealand) and Community Housing Providers that are registered must be in compliance with the Healthy Homes Standards regardless of when the tenancy began.

From July 1st 2024

  • All rentals houses have to meet the Healthy Homes Standards regardless of when the tenancy began.

Heating Khandallah

Rental properties in Khandallah need to have a stable heating source that can warm the largest or main living room to at least 18degC even on the most coldest days of the year. If the living area already has a permanent heating source, such as heat pumps, it may require some additional energy to meet the standards. Certain kinds of heaters cannot be used to meet the standard as they are either not effective, cost prohibitive to operate and/or unhealthy to run.
