Fines for Failing to Comply

From the 1st of July in 2021, once a new or renewed contract is signed on a Karaka Bays rental property, all Healthy Homes compliance items have to be completed inside of 90 days.

Since the 1st July of 2021, if a new or renewed lease is entered into on the Karaka Bays rental property, all Healthy Homes compliance work must be taken care of inside of 90 days.

Karaka Bays Healthy Homes Compliance Timeframes

Tenancies established between 1 July 2019 to the 30th June in 2021

  • The insulation of the ceiling and underfloor is mandatory for all Karaka Bays and New Zealand rental homes where it’s reasonably practicable to put in.
  • A Healthy Homes Statement of Intent to Comply An Insulation Statement as well as an Insurance Statement should be included with any renewed, new or altered tenancy contract.
  • Landlords and property managers must keep records that prove the compliance with all Healthy Homes Standards that apply or will be applicable during the tenancy of the rental property.

From 1 July 2021

  • Private landlords and property managers are required to ensure their rental properties conform with the Healthy Homes Standards within 90 days of a new, renewed , or altered lease.
  • All the boarding households (except Kainga Ora and Community Housing Providers with registered for boarding house tenancies) must meet the Healthy Homes Standard regardless of the date when the tenancy started.

Starting 1 July 2023

  • All households which are rented by Kainga Ora (formerly Housing New Zealand) and Community Housing Providers that are registered must comply with the Healthy Homes Standards regardless of when the tenancy began.

From 1 July 2024

  • All rentals houses must be in compliance with the Healthy Homes Standard regardless of when the tenancy began.

Heating Karaka Bays

Karaka Bays rental properties require a reliable source of heating that is able to heat the living space to at least 18degC even on the winter coldest days. This is the minimum temperature indoors recommended by the World Health Organisation for people’s physical well-being as well as their mental health.

In certain situations, such as small apartments the smaller fixed electric heater might be enough.

If your main living space is already equipped with a fixed heating source, such as an air conditioner, it may require a top up to be able to meet the standards.
