From the 1st of July in 2021, if a new or renewed Tenancy is signed for a Johnsonville rental property, all Healthy Homes compliance work must be finished within 90 days.

Failure to comply with one of the Healthy Homes Standards by the end of the expected timeframe can result in penalties of up to $7200. Any tenant may request information regarding the Healthy Homes Standard and how they relate to the building they live in. If the property manager is unable to supply the necessary information within 21 days of being informed of the request, they could receive an infringement notification and be fined as high as $750.

In addition, there is also a penalty of as much as $900 for property owners or property managers providing a false or incorrect Healthy Homes Compliance Statement or any other information. The person who is responsible to pay this fine is the one who is listed on the tenancy agreement as being the person letting the property out and it could be the name of the landlord, or the property management company.

The information contained in the Compliance Statement requirements to be current when the tenancy contract is signed. It should be kept updated throughout the duration of the tenancy when any relevant work gets completed.

It’s crucial to note that a landlord who manage multiple rental properties may face even higher fines for non-compliance. The most severe penalties are given only for serious breaches, and landlords with six or more properties could be fined up to $50,000, and even as high as $100,000 for hearing claims.

Healthy homes are important

What is the reason Healthy Homes Compliance So Important?

Around 1 in 3 households rent the property in New Zealand and Johnsonville, and research has shown that these rental homes are more likely to be colder, older, have less efficient heating and tend to be lower quality than owner occupied properties.

Damp, mouldy and cold homes are associated with negative health outcomes, especially for diseases like colds and asthma, as well as cardiovascular issues. Additionally, those who report four or more major issues with their housing often have less satisfaction in their lives and lower mental wellbeing.

Improving the standard of Johnsonville rental property can help tenants enjoy better mental and physical health as well as lessen disruptions to their work, education and daily life due to illnesses. Your investment will also be better secured from mildew, mould and damp , which means less maintenance costs in the long run.

The Healthy Homes Standards are a listing of minimum and specific standards for heating, insulation Ventilation and Ventilation and Drainage, and Draught-stopping on Johnsonville rental properties.

Unreasonable Gaps & Holes

Draught Stopping Johnsonville

Draughts may lead to lower temperatures in homes. A draughty home will cost more to heat, meaning wasting energy and resulting in higher bills.

If a draught can be noticed from gaps that are not adequate or holes the area needs to be sealed.

What are unreasonable gaps and holes?

If you are able to feel external air coming in or the air is clear from a crack or a gap or crack, then it is most likely a gap or hole which needs sealing in somehow. Cracks or gaps with large gaps must be fixed permanently. Gaps greater than 3mm that allow air in or out within your home require the sealing. For example, if the open fireplace isn’t being used, it can cause draughts and should be blocked from. Landlords and property managers are responsible for ensuring such draughts are eliminated whenever imaginable.

There is no require to block off holes or gaps in the construction. For example, tiny gaps around doors and windows may be required to allow for movement within the structure when the home heats and cools, so that they can still be shut and opened, rather instead of being stuck. We will examine the windows and doors during your Healthy Homes assessment of your rental property.

A good heating system is important to ensure well-being homes

Heating Johnsonville

Johnsonville rental properties require a reliable source of heating that can warm the principal or the biggest living area to at minimum 18 degrees Celsius, even on the winter coldest days. This is the minimum temperature indoors suggested by the World Health Organisation for people’s physical well-being as well as their mental health.

The source of heat requirements for it to be permanent (i.e. not portable) that is, at minimum 1.5 kW in heating capacity and have the minimum capacity for heating required for the main living space. A Heating Assessment Tool may be used to determine if the fixed heater(s) are sufficient or whether you will need to ‘top up’ with a new heater. Unflued combustion and open fire heaters, such as small portable LPG bottle heaters aren’t considered to be suitable heating options in Healthy Homes Standard. Healthy Homes Standard.

If the heating system you offer is electric heating (or heat pump), it should have a thermostat. This makes the heating more reliable and efficient. For the majority of houses, bigger fixed heating systems such as heat pumps, wood burners pellet burners, flued gas heaters are needed. However, in some cases like apartments with small spaces the smaller fixed electric heater could be enough.

If your main living space already has a central heating source, like a heat pump, then it might need an update to meet the standards. Some types of heaters can’t be used to comply with the standard as they are either costly, not affordable to run, and/or unsafe to run.

Ventilation Johnsonville

Every living space in a rental property has to include at least one open window or exterior door to offer natural airflow. In addition, humid areas such as kitchens or bathrooms must have a suitable externally vented extractor fan that can get rid of moisture.

The ventilation standard is about recognising the fact that dry air is easier to heat and heat, and a property that is well ventilated is less likely to be a victim of damp and mould.

Living rooms, bedrooms, dining rooms, and kitchens are considered to be liveable spaces. Spaces that connect, such as the hallway aren’t considered liveable and are not require an opening window or door.

Every window, door or Skylight needs for them to be in a position open to the outside, and stay fixed in an open position, allowing the circulation of fresh air and air flow.

All bathrooms and kitchens as well as any other space in your home with shower, bath cooker or any other moisture-producing item will require proper extractor fan systems which are vented out to the outside. We offer a Healthy Homes Assessment service will verify that there is enough air circulation in every living space with the right extractor fan in high moisture areas.

Insulation Johnsonville

Insulation for underfloor and ceilings is a requirement in all rental homes since July 1, 2019. Property managers and landlords have to make sure the insulation meets this new standard. In some instances, current ceiling insulation, or the insulation of the subfloor space may require to be filled with or replaced.

A well-insulated house can reduce condensation, and decrease the risk of mould and dampness, and will also make an easier task to allow the household to keep the heat.

Insulation needs to meet the R-values that are appropriate for your region.

The "R" refers to thermal resistance and is a measure of how well insulation is able to resist heat flow. The more high the R-value, more efficient the insulation.

  • Zone 1 - Auckland & Northland Ceiling R 2.9, underfloor R 1.3
  • Zone 2 – The rest of the North Island except Taupo and the Central Plateau – ceiling R 2.9 and underfloor R 1.3
  • Zone 3 - North Island Taupo, Central Plateau and all of the South Island – ceiling R 3.3, underfloor R 1.3

Johnsonville Moisture Ingress & Drainage

The security of your rental home from dampness isn’t just about the interior of the building; you have to ensure there is somewhere for surface, rain as well as groundwater to move, and stop it from coming into the building. When it is damp and moisture, it is usually the things you don’t notice that can cause a lot of trouble and end up causing damages to your investment and harming your tenant’s health.

Rental properties should be equipped with efficient drainage for the removal of storm water, surface water, and groundwater, with an appropriate outfall or runoff. Making sure the water has a location to go, and that it can’t linger underneath the structures is an important aspect of keeping your property dry.

Alongside a drainage system to avoid moisture ingress, if your apartment has an enclosed gap between your flooring and the ground, a ground moisture barrier must be put in place when it is reasonably practicable to do so.

Ground moisture barriers are usually an insulating sheet of polythene laid over the ground to prevent any moisture present in the ground from accumulating into the structure. It also helps to prevent water damage to the floor insulation.
