Tenancies that were signed between 1 July 2019 and the 30th June in 2021

  • Insulation of the underfloor and ceiling is mandatory to all Houghton Bay and New Zealand rental houses where it is reasonably practicable to install.
  • A Healthy Homes Statement of Intent to Comply, an Insulation Statement and an Insurance Statement should be included in any new, renewed or altered tenancy contract.
  • Property managers and landlords have to keep records that prove the compliance with all Healthy Homes Standard that apply or will be in force during the tenancy of the rental property.

Starting 1 July 2021

  • Private landlords and property managers should ensure their rental properties comply in accordance with Healthy Homes Standards within 90 days of a renewal, new or a change in tenant.
  • All boarding houses (except Kainga Ora and Community Housing Providers with registered for boarding house tenancies) are required to comply with Healthy Homes Standards regardless of the time the tenancy began.

Beginning 1 July 2023

  • All households rented to Kainga Ora (formerly Housing New Zealand) and registered Community Housing Providers must meet the Healthy Homes Standards regardless of the date the tenancy was started.

From July 1st 2024

  • All rental houses must comply with the Healthy Homes Standard regardless of when the tenancy first began.
