Fines for Failing to Comply

Since the 1st July of 2021, when a brand new, renewed or varied tenancy is signed on a Houghton Bay rental property, all Healthy Homes compliance tasks need to be completed by the end of 90 days.

Beginning on July 1st, 2021, when a new or renewed tenancy is signed on the Houghton Bay rental property, all Healthy Homes compliance work must be done by the end of 90 days.

The person responsible for this fine is whoever is named on the tenancy contract as the person letting the property out which could be the name of the landlord as well as the property management company.

Tenancies signed beginning on 1 July 2019 and 30 , June 20,21

  • The insulation of the ceiling and underfloor is compulsory in all Houghton Bay and New Zealand rental houses where it’s reasonably practicable to install.
  • A Healthy Homes Statement of Intent to Comply along with an Insulation Declaration and an Insurance Statement should be included in any renewal, new or varied tenancy agreement.
  • Property managers and landlords are required to keep records that demonstrate conformance with each Healthy Homes Standards that apply or will apply during the tenure of their rental properties.

From July 1st 2021

  • Property managers and private landlords must make sure their rental properties conform to the Healthy Homes Standard within 90 days of any new, renewed or varied Tenancy.
  • All the boarding households (except Kainga Ora and Community Housing Providers with registered boarding home tenancies) must comply with the Healthy Homes Standards regardless of the date when the tenancy started.

Starting 1 July 2023

  • All houses that are rented out through Kainga Ora (formerly Housing New Zealand) and Community Housing Providers that are registered must comply with the Healthy Homes Standards regardless of when the tenancy began.

From 1 July 2024

  • All rental homes have to meet the Healthy Homes Standard regardless of the date when the tenancy started.
Unreasonable Gaps & Holes

A good heating system is crucial for healthy houses

Heating Houghton Bay

Houghton Bay rental properties need to have a stable source of heating which can warm the principal or the biggest living space to a minimum of 18 degrees Celsius, even on the coldest winter days. This is the recommended minimum indoor temperature recommended by the World Health Organisation for people’s physical health as well as their mental health.
