Fines for Failing to Comply

Tenancies commenced between 1 July 2019 to 30 June 2021

  • Ceiling and underfloor insulation is a requirement throughout Houghton Bay and New Zealand rental homes where it is reasonably practicable to put in.
  • A Healthy Homes Intent to Comply Statement along with an Insulation Declaration and an Insurance Statement must be included in any new, renewed or altered tenancy contract.

Starting 1 July 2021

However, in certain instances like small apartments an electric, fixed heater may be sufficient.

If your living space is already equipped with a fixed heating source, like an air conditioner, it could require a top up to be able to meet the standards. Certain types of heaters cannot be used to comply with the standard because they’re not efficient, cost prohibitive to operate or are unsafe to operate.
