Fines for Failing to Comply

Houghton Bay Healthy Homes Compliance Timeframes

Tenancies commenced beginning on 1 July 2019 to 30 , June 20,21

  • The insulation of the ceiling and underfloor is compulsory to all Houghton Bay and New Zealand rental homes where it is reasonably practicable to install.
  • A Healthy Homes Declaration of Intent along with an Insulation Declaration and an Insurance Statement should be included in any renewal, new or modified tenancy agreement.
  • Property managers and landlords must keep records that demonstrate compliance with the Healthy Homes Standard that apply or will be applicable throughout the tenancy period of their rental properties.

Starting 1 July 2021

  • Property managers and private landlords have to make sure that their rental properties are in compliance in accordance with Healthy Homes Standards within 90 days of a new, renewed , or altered tenant.
  • All the boarding households (except Kainga Ora and Community Housing Providers with registered for boarding home tenancies) must comply with the Healthy Homes Standard regardless of the time the tenancy began.

Beginning 1 July 2023

  • All homes that are rented out through Kainga Ora (formerly Housing New Zealand) and Community Housing Providers that are registered must be in compliance with the Healthy Homes Standards regardless of the date the tenancy was started.

Starting 1 July 2024

  • All rentals houses must comply with the Healthy Homes Standard regardless of the time of the first day of tenancy.
Unreasonable Gaps & Holes

Heating Houghton Bay

Houghton Bay rental properties should have a permanent heating source that is able to heat the living area to at minimum 18 degrees Celsius, even on the most coldest days of the year.
