When will I need to be in compliance with the Healthy Homes Standards?

Highbury Healthy Homes Compliance Timeframes

Tenancies that were signed in the period between July 1st 2019 and the 30th June in 2021

  • Underfloor and ceiling insulation is a requirement to all Highbury and New Zealand rental houses where it’s reasonably practicable to put in.
  • A Healthy Homes Intent to Comply Statement, an Insulation Statement and an Insurance Statement should be included with any new, renewed or varied tenancy agreement.
  • Property managers and landlords must keep records that demonstrate compliance with each Healthy Homes Standard that apply or will be in force to an apartment rental.

From 1 July 2021

  • Property managers and private landlords have to make sure that their rental properties are in compliance with the Healthy Homes Standard within 90 days of a new, renewed or varied tenant.
  • All boarding homes (except Kainga Ora and Community Housing Providers with registered boarder house tenancies) must comply with the Healthy Homes Standard regardless of the date when the tenancy started.

Beginning 1 July 2023

  • All houses rented through Kainga Ora (formerly Housing New Zealand) and Community Housing Providers that are registered must comply with the Healthy Homes Standards regardless of the date the tenancy was started.

From 1 July 2024
