It’s important to remember that landlords with multiple rental properties may receive greater penalties for non-compliance. The highest penalties are reserved only for serious breaches. Landlords with more than six properties could be penalised up to $50,000, and even as high as $100,000 in hearings.

Unreasonable Gaps & Holes

Draught Stopping Highbury

Draughts increase the likelihood of lower temperatures in households. A damp house is more expensive to heat, which means wasting energy and increased bills.

If a draft can be perceived as a result of gaps or holes or holes, it needs to be closed.

What are the most unreasonable gaps or holes?

If you are able to feel external air coming in or the sound of a clear draught emanating from a gap or hole or crack, then it is probably a gap or hole which needs sealing in any way. Cracks or gaps with large gaps must be sealed permanently. The gaps that exceed 3mm that let air into or out within your home require the sealing. For instance, if an open fireplace is not in use, it can create draughts. This should be sealed off. Property managers and landlords are responsible for making sure that these draughts are stopped as far as possible.

There is no require to block off gaps or holes in the construction. For example, tiny gaps around doors and windows could be necessary to allow for movement within the structure as the household heats and cools, so that they can still be shut and opened, rather than sticking. We will test every window and door in your Healthy Homes assessment of your rental property.

A good heating system is important to ensure well-being homes

Heating Highbury

Highbury rental properties should have a permanent heating source that can warm the living area to at minimum 18degC even on the coldest winter days. This is the minimum indoor temperature suggested by the World Health Organisation for people’s physical health and mental well-being.

The source of heat requirements for it to be permanent (i.e. not portable), at minimum 1.5 horsepower in capacity, and it must have the minimum capacity for heating required to heat the living space in general. A Heating Assessment Tool can be used to determine if your current fix heater(s) are adequate or if you’ll require to "top up" by adding a second heater. Open fires and unflued combustion heaters such as portable LPG bottle heaters aren’t considered to be acceptable heating options in those following the Healthy Homes Standard.

If the heating you offer is an electric heater (or heat pump), then it must include an thermostat. This will make your heating more consistent and efficient. In most homes, larger fixed heating devices such as heat pumps, wood burners pellet burners, flued gas heaters are needed. In certain situations, like apartments with small spaces an electric, fixed heater could be enough.

If your living space already has a central heating source, such as heat pumps, it might require an update to meet the standards. Certain types of heaters cannot be used to achieve the standard as they are either inefficient, unaffordable to operate or are unsafe to operate.

Ventilation Highbury

Each living space within a rental property has to contain at minimum one open door or window to offer natural ventilation. In addition, high moisture spaces like kitchens and bathrooms need to have an externally vented extractor fan that can take moisture away.

The ventilation standard is all about understanding it is that dried air can be less difficult to heat, and that an apartment that is well-ventilated will be less prone to developing damp and mould.

Bedrooms, living rooms kitchens and dining rooms are considered liveable spaces. Connecting spaces such as the hallway aren’t considered living spaces and therefore don’t need an opening window or door.

Each window, door , or skylight requirements to have the ability to open up to the outside, and stay fixed in an open position to allow the circulation of fresh air and air flow.

All kitchens and bathrooms, and every other room of your property with shower, bath and cooktop or another water-generating appliance will need suitable extractor fans that can be vented to the outside. This Healthy Homes Assessment service will check that there is adequate air circulation in every living space with the right extractor fan in areas of high moisture.

Insulation Highbury

Ceiling and underfloor insulation is required on all rental houses as of July 1st, 2019. All landlords and property managers must make sure that the insulation is up to current standard. In certain situations, the existing ceiling insulation or insulation in the sub floor space may require to be added or replaced.

A properly insulated home can reduce condensation and lower the chance of dampness and mould, and will also make it easier to the home to retain heat.

Insulation requirements to meet the R-values for your area

The "R" stands for thermal resistance and it is a measurement of how well the insulation resists heat flow. The greater the R-value, the more effective the insulation.

  • Zone 1 Zone 1 Auckland & Northland - ceiling R 2.9 and underfloor R 1.3
  • Zone 2 – the rest of the North Island except Taupo and the Central Plateau – ceiling R 2.9 and floor R 1.3

Highbury Moisture Ingress & Drainage

Keeping your rental property safe from dampness isn’t just about the interior of the building; you have to make sure there is somewhere for rain, surface as well as groundwater to move and to prevent it from getting into the building. When it comes to moisture and damp it is often what you don’t see that can cause a lot of trouble that can cause damage to your investment and harming the tenant’s well-being.

Rental properties should be equipped with effective drainage to get rid of storm water, surface water, and ground water, which includes an appropriate runoff or outfall. Making sure that the water has a proper place to go, and it can’t linger underneath the structures is an crucial aspect of making sure your property is dry.

Alongside a drainage system to avoid moisture ingress, if your rental has an enclosed gap between your flooring and the ground, a ground moisture barrier must be put in place when it is reasonably practicable to install it.

The ground-moisture barrier generally an insulating sheet of polythene laid over the ground to prevent any moisture that is present in the ground from getting into the structure. It also helps to prevent from causing damage to the flooring insulation.
