Fines for Failing to Comply

As of 1st July 2021, when a new or renewed tenancy is signed for a Highbury rental property, all Healthy Homes compliance work must be finished within 90 days.

Highbury Healthy Homes Compliance Timeframes

Tenancies commenced between 1 July 2019 to 30 June 2021

  • Ceiling and underfloor insulation is required to all Highbury and New Zealand rental houses where it is reasonably practicable to install.
  • A Healthy Homes Intent to Comply Statement An Insulation Statement as well as an Insurance Statement should be included with any renewal, new or altered tenancy contract.
  • Landlords and property managers must keep records that demonstrate the conformance to all Healthy Homes Standard that apply or will be applicable during the tenure of the rental property.

Starting 1 July 2021

  • Property managers and private landlords have to ensure that their rental properties are in compliance to the Healthy Homes Standards within 90 days of any renewal, new or a change in tenancy.

Heating Highbury

Rental properties in Highbury must have a fixed source of heating that can heat the living room to at least 18degC, even on the coldest days of the year. This is the recommended minimum indoor temperature that is recommended by the World Health Organisation for people’s physical well-being as well as their mental health.
