Beginning on July 1st, 2021, when a brand new or renewed Tenancy is signed for a Haywards rental property, all Healthy Homes compliance work must be done within 90 days.

It is also crucial to be aware that landlords with multiple rental properties may face even higher fines for non-compliance. The most severe penalties are reserved for severe breaches, and landlords with more than six properties could be fined as high as $50,000, and even as high as $100,000 for hearing claims.

Healthy homes are important

Why is Healthy Homes Compliance important?

One in three households from New Zealand and Haywards, and research suggests that rental houses tend to be colder, older, are not as efficient heating, and generally have lower quality than owner occupied properties.

Moldy, damp and cold houses are associated with negative well-being outcomes, particularly illnesses like colds, influenza, asthma, and heart diseases. Furthermore, people who report four or more major home quality issues often suffer from less satisfaction in their lives and lower well-being.

Enhancing the standard of Haywards rental property will allow tenants to enjoy improved mental and physical health as well as lessen interruption to learning, work and daily life due to health issues. Your investment will also be better safeguarded from mildew, mould and damp damages, which means less costs of maintenance in the long-term.

The Healthy Homes Standards are a listing of minimum and specific standards for heating, insulation, Ventilation, Moisture Ingress and Drainage, as well Draught Control on Haywards rental properties.

Unreasonable Gaps & Holes

Draught Stopping Haywards

Draughts can lead to lower temperatures in households. A damp house will cost more to heat, resulting in wasted energy and incurring higher costs.

If a draught could be felt from unreasonable gaps or holes that it requirements to be closed.

What are unreasonable gaps and holes?

If you are able to feel external air getting in, or see the air is clear from a hole or gap and you are able to feel it, it is probably a gap or an opening that needs sealing in the way you can. Large gaps and cracks should be stopped permanently. Cracks that are greater than 3mm and let air into or out within the house need sealing. For example, if an open fireplace isn’t in use it can create draughts. This must be sealed off. Property managers and landlords are accountable for making sure that draughts from the fireplace are removed as much as possible.

You don’t need to cover up gaps or holes that are part of the construction. For instance, small gaps around windows and doors could be necessary to allow for movement of the structure when the home heats and cools, so that they are able to be closed and opened instead of than securing. We will check every window and door during an Healthy Homes assessment of your rental property.

Heating Haywards

Haywards rental properties should have a permanent heating source that can warm the largest or main living area to at minimum 18degC even on the coldest days of the year. This is the recommended minimum indoor temperature that is recommended by the World Health Organisation for people’s physical health and mental wellbeing.

The source of heat needs that it be permanently fixed (i.e., not portable) that is, at least 1.5 kW in heating capacity, and meet the minimum required heating capacity in the living area. The Heating Assessment Tool can be used to determine whether the current permanent heater(s) are adequate or if you’ll need to top up with a new heater. Open fires as well as unflued combustion heaters such as portable LPG bottle heaters are not considered to be acceptable heating options for the Healthy Homes Standard.

If the heating you provide is an electric heater or heat pump it requirements to include an thermostat. This will help make the heating more uniform and efficient. For the majority of houses, bigger fixed heating devices such as heat pumps, wood burners pellet burners, flued gas heaters are needed. However, in certain instances such as small apartments, a smaller fixed electric heater may suffice.

If your living space already has a central heating source, such as an air conditioner, it may require an update in order to comply with the standards. Certain kinds of heaters cannot be used to comply with the quality because they’re costly, not affordable to run, or unsafe to operate.

Ventilation Haywards

Each living space within a rental property must have at least one opening window or exterior door to provide natural ventilation. Additionally, areas with high moisture spaces like kitchens and bathrooms need to have an venting fan outside to remove moisture.

It is the ventilation standard is all about understanding that dry air is more easy to heat and a property that is well ventilated is less likely to develop mould and damp.

Living rooms, bedrooms, kitchens, and dining rooms are considered liveable areas. Spaces that connect, such as the hallway aren’t considered liveable , and thus don’t need an opening window or door.

Each window, door , or the skylight requirements for them to be in a position to open to the outside, but remain set in an opening position in order to allow ventilation and fresh air air flow.

All kitchens and bathrooms, and every other room of your home that has shower, bath or cooktop, or any other moisture-producing item will need proper extractor fan systems that are vented towards the outside. The Healthy Homes Assessment service will make sure there is sufficient ventilation throughout the living spaces that includes extractor fans that are suitable for areas that are high in moisture.

Insulation Haywards

The insulation of the ceiling and underfloor is a requirement to all rental homes from 1 July 2019. Property managers and landlords are required to make sure the insulation meets the new quality. In certain situations, the old ceiling insulation as well as insulation within the sub floor space might require to be topped up or replaced.

A well-insulated property can reduce condensation, and decrease the risk of mould and damp, as well as making much easier to allow the household to keep the heat.

Insulation requirements to be in compliance with the R-values that are appropriate for your region.

The "R" is a symbol for thermal resistance, and is a gauge of how well insulation withstands heat flow. The more R-value is higher, the more effective the insulation.

Haywards Moisture Ingress & Drainage

Protecting your rental property from water damage isn’t only about what’s inside the building; you have to make sure there is somewhere for rain, surface and underground water to flow and to prevent it from getting inside. When it concerns damp and moisture it is often not apparent that it could become a major issue and end up causing damage to your investment as well as affecting your tenant’s health.

Rental properties require to have effective drainage to remove the stormwater and surface waters and groundwater, with an appropriate runoff or outfall. Making sure the water has a proper place to go, and also that it can’t linger underneath the structures is an important aspect of making sure your property is dry.

In addition to the drainage system that will prevent water ingress, if the rental has an enclosed gap between your floor and the surface, a ground moisture barrier must be installed if it’s reasonably practicable to install it.

A ground moisture barrier is generally an insulating sheet of polythene laid over the ground to stop any moisture that is present in the ground from entering the property. It also helps in preventing from causing damage to the flooring insulation.
