Fines for Failing to Comply

As of 1st July 2021, when a new, renewed or varied tenancy is signed on a Haywards rental property, all Healthy Homes compliance work must be finished within 90 days.

Haywards Healthy Homes Compliance Timeframes

Tenancies commenced from 1 July 2019 and 30 June 2021

  • Underfloor and ceiling insulation is mandatory throughout Haywards and New Zealand rental houses where it is reasonably practicable to put in.
  • A Healthy Homes Statement of Intent to Comply along with an Insulation Declaration and an Insurance Statement must be included with any new, renewed or altered tenancy contract.
  • Property managers and landlords have to keep records of their compliance with each Healthy Homes Standards that apply or will be in force during the tenure of your rental home.

Beginning 1 July 2021

  • Property managers and private landlords should ensure their rental properties conform to the Healthy Homes Standards within 90 days of a renewal, new or a change in tenant.
  • All boarding households (except Kainga Ora and Community Housing Providers with registered boarder home tenancies) must comply with the Healthy Homes Standards regardless of when the tenancy began.

From July 1st 2023

  • All homes rented by Kainga Ora (formerly Housing New Zealand) and Community Housing Providers that are registered are required to comply with the Healthy Homes Standards regardless of the date when the tenancy started.

Starting 1 July 2024

  • All rental homes have to meet the Healthy Homes Standards regardless of when the tenancy began.
