Fines for Failing to Comply

Beginning on July 1st, 2021, when a new, renewed or varied tenancy is signed for a Grenada Village rental property, all Healthy Homes compliance work have to be done by the end of 90 days.

Since the 1st July of 2021, once a new or renewed tenancy is signed on the Grenada Village rental property, all Healthy Homes compliance work must be taken care of within 90 days.

Failure to comply with one of the Healthy Homes Standards within the anticipated timeframe could result in a fine of up to $7200. The person who is responsible for this fine is whoever is identified on the tenancy contract as the person leasing the property out It could also be the name of the landlord as well as the company that manages the property.

Tenancies signed between 1 July 2019 to the 30th June in 2021

  • The insulation of the ceiling and underfloor is compulsory in all Grenada Village and New Zealand rental houses where it’s reasonably practicable to put in.
  • A Healthy Homes Intent to Comply Statement An Insulation Statement as well as an Insurance Statement must be included with any renewed, new or modified tenancy agreement.
  • Landlords and property managers must keep records that demonstrate the conformance to the Healthy Homes Standards that apply or will apply during the tenancy of an apartment rental.

From 1 July 2021

  • Private landlords and property managers should make sure their rental properties comply according to Healthy Homes Standard within 90 days of a new, renewed or varied lease.
  • All boarding homes (except Kainga Ora and Community Housing Providers with registered boarding household tenancies) must comply with the Healthy Homes Standards regardless of when the tenancy began.

From 1 July 2023

  • All households rented through Kainga Ora (formerly Housing New Zealand) and registered Community Housing Providers are required to comply with the Healthy Homes Standards regardless of when the tenancy first began.

Starting 1 July 2024

  • All rentals homes must comply with the Healthy Homes Standard regardless of the time of the first day of tenancy.

Grenada Village rental properties require a reliable heating source which can warm the main or largest living area to at minimum 18degC even on the coldest winter days. This is the recommended minimum indoor temperature that is recommended by the World Health Organisation for people’s physical well-being as well as their mental health.

Every living space of the rental property should contain at minimum one open window or exterior door to provide natural airflow. Furthermore, moist areas such as kitchens or bathrooms must have a suitable venting fan outside to get rid of moisture.
