The areas covered in the Healthy Homes Standards are:

We will assess your rental property to determine whether it satisfies the NZ Healthy Homes and Residential Tenancy Acts requirements. After assessing, we will advise you or your property manager about any work which needs to be completed and offer the report with all the information needed for your tenancy agreement’s Healthy Home Statement of Compliance.

Inability to meet the standards to comply with the Healthy Homes Standards is a breach under the Residential Tenancies Act 1986, and landlords who are not following the rules could be subject to fines of up to $7,200 in addition to any healthy homes related fines.

Fines for Failing to Comply

From the 1st of July in 2021, when a brand new, renewed or varied tenancy is signed for a Glenside rental property, all Healthy Homes compliance tasks must be finished within 90 days.

As of 1st July 2021, if a new, renewed or varied contract is signed on a Glenside rental property, all Healthy Homes compliance work must be taken care of within 90 days.

Failure to comply with one of the Healthy Homes Standards inside of the deadlines can result in the possibility of a fine up to $7200. In addition, if the present Healthy Homes Statement of Compliance isn’t included within an updated, renewed, or revised tenancy agreement, there could be an additional fine or violation fee.

Anyone can request information regarding the Healthy Homes Standard and how they are related to the house they reside in. If the property manager fails to supply the required information within 21 days from getting the notice, the tenant may receive an infringement notice and be fined upto $750.

In addition, there is also a penalty approximately $900 for landlords and property managers who offer a false or misleading Healthy Homes Compliance Statement or any other information. The person who is responsible for this fine is the person who is listed on the tenancy agreement as the one who is leasing the property out and it could be the name of the landlord as well as the property management company.

The information contained in the Compliance Statement needs to be up-to-date before the tenancy agreement can be signed. It is updated throughout the tenancy as any related work is completed.

It’s crucial to note that a landlord with multiple rental properties may face even higher fines for non-compliance. The most severe penalties are reserved for severe breaches, and landlords with six or more properties could receive fines of up to $50,000, or as high as $100,000 in hearings.

It is clear that failure to meet your Healthy Homes requirements can hit your pocket and result in huge fines, in addition to continuing to be required to comply with the requirements. Unreasonable Gaps & Holes

Draught Stopping Glenside

Draughts increase the likelihood of lower temperatures in households. A damp home will cost more to heat, which means wasting energy and resulting in higher bills.

If a draught is perceived as a result of gaps or holes, it requirements to be closed.

What are unreasonable gaps and holes?

If you can feel external air flowing in or an unobstructed draught coming from a crack or a gap or crack, then it’s most likely a gap or hole which needs sealing in somehow. Large gaps and cracks should be stopped permanently. The gaps that exceed 3mm that let air into or out within the house need seals. In the case of an open fireplace isn’t being used, it may cause draughts and should be sealed from. Property managers and landlords are accountable for ensuring such draughts are eliminated whenever possible.

There is no need to block holes or gaps that are part of the construction. For example, tiny gaps around doors and windows could be necessary to allow for movement within the building as the household heats and cools, to allow them to be opened and closed rather than sticking. We will examine all windows and doors during your Healthy Homes assessment of your rental property.

The proper heating equipment is crucial for healthy houses

Heating Glenside

Rental properties in Glenside must have a fixed source of heating that is able to heat the largest or main living area to at minimum 18degC even on the most coldest days of the year. This is the recommended minimum indoor temperature suggested by the World Health Organisation for people’s physical well-being and mental outlook.

The source of heating needs that it be permanently fixed (i.e. not portable) with at least 1.5 kW of heating capacity, and meet the minimum required heating capacity for the main living room. A Heating Assessment Tool can be used to check if the existing permanent heater(s) are adequate or whether you will require to ‘top up’ with an additional heater. Open fires and unflued combustion heaters, such as mobile LPG bottle heaters aren’t considered to be suitable heating options for those following the Healthy Homes Standard.

If the heating that you provide is electric heating or heat source, it must have the thermostat. This will make your heating more consistent and efficient. For most houses, larger fixed heating equipment like heat pumps, wood burners pellet burners, flued gas heaters will be required. In some instances, like small apartments, a smaller fixed electric heater may suffice.

If the living area is already equipped with a fixed heating source such as an air conditioner, it could require an update to make sure it meets the requirements. Some types of heaters can’t be used to comply with the quality since they’re either not efficient, cost prohibitive to operate and/or unsafe to run.

Ventilation Glenside

Every living space in a rental property must have at least one opening doors or windows to provide natural ventilation. Furthermore, moist areas such as kitchens or bathrooms need to have an externally vented extractor fan that can take moisture away.

It is the ventilation quality is all about recognising that dry air will be much easier to heat, and that an apartment that is well-ventilated is less likely to grow mould and damp.

Bedrooms, living spaces, kitchens, and dining areas are all considered living spaces. Connecting spaces like the hallways are not liveable and do not need an opening window or door.

Each door, window or skylight requirements to be able open to the outside and remain set in an opening position, allowing to circulate fresh air as well as air flow.

The bathrooms in all kitchens and any other room in your home that has shower, bath and cooktop or another humidity-generating items will need appropriate extractor fans that can be vented out to the outside. The Healthy Homes Assessment service will verify that there is enough ventilation in every living space, including suitable extractor fans for areas that are high in moisture.

Insulation Glenside

Ceiling and underfloor insulation has been compulsory to all rental homes from 1 July 2019. All landlords and property managers must ensure the insulation meets current quality. In some instances, an existing insulation on the ceiling or in the sub floor space may need to be replaced or replaced.

A well-insulated property can reduce condensation and lessen the likelihood of mould and dampness and also makes much easier for the house to hold warmth.

Insulation requirements to meet the R-values required for your area

The "R" stands for thermal resistance and it is a measurement of how well insulation can withstand heat flow. The greater the R-value, the better the insulation.

  • Zone 1 Zone 1 Auckland & Northland - ceiling R 2.9, underfloor R 1.3
  • Zone 2 – the rest area of North Island except Taupo and the Central Plateau – ceiling R 2.9 and floor R 1.3
  • Zone 3 - North Island Taupo, Central Plateau and the entire South Island – ceiling R 3.3 and underfloor R 1.3

Glenside Moisture Ingress & Drainage

Making sure your rental property is protected from dampness isn’t just about the inside of the building it is also about the outside. You must make sure there is somewhere for rain, surface and underground water to flow and to prevent it from getting inside. When it comes to moisture and damp it’s frequently what you don’t see that could be a huge problem that can cause the property to suffer and affecting the tenant’s well-being.

Rental properties need to be equipped with effective drainage for the removal of floodwaters, surface water, and ground water, including an appropriate runoff or outfall. Making sure the water has a location to go, and it isn’t allowed to remain beneath structures is an crucial aspect of making sure your property is dry.

In addition to the drainage system that will prevent moisture ingress, if your rental has an enclosed gap between the floor and the surface, a ground moisture barrier must be installed if it is reasonably practicable to install it.

A ground moisture barrier is usually a sheet of polythene that is placed over the ground, in order to block any moisture in the ground from entering the building. It also helps in preventing from causing damage to the flooring insulation.
