Fines for Failing to Comply

Tenancies that were signed in the period between July 1st 2019 to the 30th June in 2021

  • Ceiling and underfloor insulation is compulsory throughout Glenside and New Zealand rental homes where it is reasonably practicable to put in.
  • A Healthy Homes Statement of Intent to Comply along with an Insulation Declaration and an Insurance Statement must be included with any renewal, new or varied tenancy agreement.
  • Property managers and landlords must keep records that prove the compliance with any Healthy Homes Standard that apply or will be applicable during the tenure of the rental property.

From 1 July 2021

  • Property managers and private landlords have to make sure their rental properties comply to the Healthy Homes Standard within 90 days of a new, renewed or varied tenancy.
  • All boarder homes (except Kainga Ora and registered Community Housing Provider Boarding home tenancies) must comply with the Healthy Homes Standard regardless of the date the tenancy was started.

From 1 July 2023

  • All households that are rented out through Kainga Ora (formerly Housing New Zealand) and Community Housing Providers that are registered must be in compliance with the Healthy Homes Standards regardless of when the tenancy first began.

From 1 July 2024

  • All rental homes must comply with the Healthy Homes Standard regardless of the time of the first day of tenancy.
