If a draft can be felt through gaps that are too large or holes, it needs to be closed.

What are the most unreasonable gaps or holes?

If you are able to feel external air getting in, or see a clear draught from a hole or gap that is, it is likely to be a gap or hole that requirements sealing in somehow. Cracks and gaps that are large should be fixed permanently. Any gaps greater than 3mm that let air into or out within your home require to be sealed. For instance, if an open fireplace isn’t in use it can create draughts. This should be blocked from. Landlords and property managers are accountable for making sure such draughts are eliminated as much as possible.

There is no need to block gaps or holes that are part of the building. For example, tiny gaps around windows and doors could be required to allow movement of the structure when the home heats and cools, to allow them to be closed and opened rather than being stuck. This is the minimum temperature indoors that is recommended by the World Health Organisation for people’s physical health and mental wellbeing.

The source of heat requirements for it to be permanent (i.e. not portable) and at least 1.5 horsepower in capacity, and must meet the minimum capacity for heating required in the living area. A Heating Assessment Tool can be used to check if the existing permanent heater(s) are adequate or if you’ll need to "top up" by adding a second heater. Unflued combustion and open fire heaters such as mobile LPG bottle heaters aren’t considered to be acceptable heating options under the Healthy Homes Standard.

If the heating you offer is electric heating or heat pump, it should include an thermostat. This will help make your heating more consistent and effective. For most properties, larger fixed heating equipment like heat pumps, wood burners pellet burners, flued gas heaters are required. However, in some cases like apartments with small spaces an electric, fixed heater could be enough.

If your living space is already equipped with a fixed heating source, like heat pumps, it could need some additional energy in order to comply with the standards. Certain kinds of heaters aren’t able to be used to comply with the quality as they are either not efficient, cost prohibitive to operate and/or unsafe to run.

Elderslea Moisture Ingress & Drainage

Keeping your rental property safe from moisture isn’t just about the inside of the building it’s also about the outside. You must ensure there is somewhere for surface, rain and underground water to flow and stop it from coming into the building. When it comes to moisture and damp it’s often not apparent that it can cause a lot of trouble that can cause damage to your investment as well as affecting the tenant’s well-being.

Rental properties should be equipped with effective drainage for the removal of the stormwater and surface waters, and groundwater, with an appropriate runoff or outfall. Making sure the water is able to go, and also that it doesn’t get sucked into structures is a crucial aspect of keeping your property dry.

In addition to the drainage system that will prevent moisture from entering, if your rental is enclosed between the floor and ground, a ground moisture barrier must be put in place when it is reasonably practicable to install it.

A ground moisture barrier is typically an insulating sheet of polythene laid over the ground, to block any moisture from the ground from accumulating into the building. It also assists in preventing any damage to your underfloor insulation.
