Fines for Failing to Comply

Tenancies commenced between 1 July 2019 and 30 , June 20,21

  • Insulation of the underfloor and ceiling is compulsory for all Ebdentown and New Zealand rental homes where it’s reasonably practicable to install.
  • A Healthy Homes Intent to Comply Statement along with an Insulation Declaration and an Insurance Statement must be included with any renewal, new or amended tenancy agreement.

Starting 1 July 2021

  • Property managers and private landlords must make sure their rental properties comply in accordance with Healthy Homes Standard within 90 days of a new, renewed or varied tenancy.
  • All boarding households (except Kainga Ora and Community Housing Providers with registered for boarding home tenancies) must meet the Healthy Homes Standards regardless of the date the tenancy was started.

From 1 July 2023

  • All houses rented through Kainga Ora (formerly Housing New Zealand) and Community Housing Providers that are registered must be in compliance with the Healthy Homes Standards regardless of the date the tenancy was started.

From 1 July 2024

  • All rental homes are required to comply with Healthy Homes Standards regardless of when the tenancy began.
