Fines for Failing to Comply

From the 1st of July in 2021, if a new, renewed or varied contract is signed on an Ebdentown rental property, all Healthy Homes compliance items have to be finished within 90 days.

Since the 1st July of 2021, if a new, renewed or varied lease is entered into on an Ebdentown rental property, all Healthy Homes compliance work must be done within 90 days.

Tenancies established between 1 July 2019 to the 30th June in 2021

  • Insulation of the underfloor and ceiling is a requirement to all Ebdentown and New Zealand rental houses where it’s reasonably practicable to install.
  • A Healthy Homes Statement of Intent to Comply, an Insulation Statement and an Insurance Statement must be included in any renewed, new or modified tenancy agreement.
  • Property managers and landlords must keep records that demonstrate the conformance to all Healthy Homes Standards that apply or will be applied during the tenure of an apartment rental.

Beginning 1 July 2021

  • Private landlords and property managers should make sure their rental properties conform with the Healthy Homes Standard within 90 days of a new, renewed , or altered tenancy.
  • All boarding homes (except Kainga Ora and registered Community Housing Provider Boarding house tenancies) must meet the Healthy Homes Standard regardless of the date the tenancy was started.

Starting 1 July 2023

  • All houses rented from Kainga Ora (formerly Housing New Zealand) and registered Community Housing Providers must meet the Healthy Homes Standards regardless of when the tenancy first began.

Starting 1 July 2024
