Fines for Failing to Comply

Beginning on July 1st, 2021, once a new or renewed tenancy is signed for an Ebdentown rental property, all Healthy Homes compliance items need to be completed by the end of 90 days.

Ebdentown Healthy Homes Compliance Timeframes

Tenancies signed beginning on 1 July 2019 and the 30th June in 2021

  • Underfloor and ceiling insulation is a requirement throughout Ebdentown and New Zealand rental houses where it is reasonably practicable to install.
  • A Healthy Homes Declaration of Intent along with an Insulation Declaration and an Insurance Statement should be included with any renewed, new or amended tenancy agreement.
  • Property managers and landlords are required to keep records of their the compliance with all Healthy Homes Standards that apply or will be applicable during the tenure of an apartment rental.

Beginning 1 July 2021

  • Property managers and private landlords must make sure their rental properties comply in accordance with Healthy Homes Standards within 90 days of a new, renewed or varied tenancy.
  • All boarding households (except Kainga Ora and Community Housing Providers with registered Boarding household tenancies) must adhere to the Healthy Homes Standards regardless of the time the tenancy began.

Starting 1 July 2023

  • All households let through Kainga Ora (formerly Housing New Zealand) and registered Community Housing Providers are required to comply with the Healthy Homes Standards regardless of the date when the tenancy started.

Starting 1 July 2024

  • All rentals homes must be in compliance with the Healthy Homes Standards regardless of the time of the first day of tenancy.

Rental properties in Ebdentown should have a permanent heating source which can warm the main or largest living area to at minimum 18degC, even during the coldest days of the year.
