It is also important to keep in mind that a landlord with multiple rental properties could face more severe penalties for not complying. The harshest penalties are reserved for severe breaches. Landlords with more than six properties could receive fines of up to $50,000 and as high as $100,000 for hearing claims.

Crofton Downs Healthy Homes Compliance Timeframes

Tenancies established from 1 July 2019 and 30 , June 20,21

  • Underfloor and ceiling insulation is mandatory to all Crofton Downs and New Zealand rental homes where it’s reasonably practicable to install.
  • A Healthy Homes Declaration of Intent along with an Insulation Declaration and an Insurance Statement should be included with any renewal, new or modified tenancy agreement.
  • Property managers and landlords must keep records of their conformance with any Healthy Homes Standards that apply or will apply to your rental home.

From 1 July 2021

  • Property managers and private landlords should ensure their rental properties conform with the Healthy Homes Standard within 90 days of a new, renewed or varied tenant.
  • All boarding homes (except Kainga Ora and registered Community Housing Provider for boarding home tenancies) must comply with the Healthy Homes Standard regardless of the date the tenancy was started.

From July 1st 2023

  • All households that are rented out through Kainga Ora (formerly Housing New Zealand) and Community Housing Providers that are registered must meet the Healthy Homes Standards regardless of the date when the tenancy started.

Starting 1 July 2024

  • All rentals homes must be in compliance with the Healthy Homes Standards regardless of the time of the first day of tenancy.
