Unreasonable Gaps & Holes

Draught Stopping Breaker Bay

Draughts increase the likelihood of low temperatures inside households. A draughty home is more expensive to heat, which means wasting energy and resulting in higher bills.

If a draught could be felt from unreasonable gaps or holes the area needs to be sealed.

What are the most unreasonable gaps or holes?

If you can feel external air getting in, or see the sound of a clear draught emanating out of a hole or gap or crack, then it is likely a crack or an opening that needs sealing in any way. Large cracks and gaps should be stopped permanently. The gaps that exceed 3mm that allow air to enter or exit within the home require to be sealed. For instance, if an open fireplace isn’t used it can create draughts. This must be sealed from. Landlords and property managers are accountable for ensuring that these draughts are stopped in the maximum extent possible.

You don’t require to block up intentional gaps or holes in the construction. For instance, small gaps around doors and windows could be necessary to allow for movement within the structure as the house heats and cools, so that they can still be closed and opened rather than securing. We will examine all windows and doors during our Healthy Homes assessment of your rental property.

Heating Breaker Bay

Breaker Bay rental properties must have a fixed heating source which can warm the largest or main living space to a minimum of 18degC, even during the coldest winter days. This is the recommended minimum indoor temperature that is recommended by the World Health Organisation for people’s physical well-being and mental wellbeing.

The source of heating needs that it be permanently fixed (i.e. not portable) and at least 1.5 kW of heating capacity and have the minimum heating capacity needed to heat the living space in general. A Heating Assessment Tool can be used to determine whether the fixed heater(s) are sufficient or whether you will require to top up with a new heater. Fires that are open and unflued heaters such as portable LPG bottle heaters aren’t considered to be safe heating options under those following the Healthy Homes Standard.

If the heating you provide is an electric heater or heat pump, it should be equipped with the thermostat. This will make your heating more consistent and effective. For most homes, larger heaters that are fixed, such as heat pumps, wood burners, pellet burners or flued gas heaters are necessary. However, in some cases like apartments with small spaces the smaller fixed electric heater may be sufficient.

If the main living room already has a central heating source, like an air conditioner, it may need a top up in order to comply with the standards. Some types of heaters can’t be used to achieve the quality because they’re not effective, cost prohibitive to operate or are unsafe to operate.

Ventilation Breaker Bay

Every living space in the rental property should have at least one openable doors or windows to provide natural ventilation. Furthermore, moist areas like kitchens and bathrooms should have an venting fan outside to eliminate moisture.

A ventilation standard is about recognising the fact that the dry atmosphere is less difficult to heat and heat, and an apartment that is well-ventilated will be less prone to developing mould and damp.

Bedrooms, living spaces, kitchens, and dining rooms are considered liveable areas. Connecting spaces such as the hallway are not considered liveable and do not require an opening window or door.

Every window, door or Skylight needs for them to be in a position of opening to the outside, but remain closed, allowing to circulate fresh air as well as air flow.

The bathrooms in all kitchens and any other room in your home with a bath, shower and cooktop or another moisture generating item will need adequate extractor fans that are vented to the outdoors. The Healthy Homes Assessment service will make sure there is sufficient ventilation throughout the living spaces, including suitable extractor fans in high moisture areas.

Insulation Breaker Bay

Underfloor and ceiling insulation is a requirement for all rent homes since 1 July 2019. Property managers and landlords must ensure that the insulation meets standards that are in line with the latest quality. In some cases, current ceiling insulation, or the insulation of the sub floor space might need to be replaced or replaced.

A properly insulated home will help to control condensation and reduce the chances of mould and dampness, as well as making it easier to the house to keep heat.

Insulation requirements to be in compliance with the R-values required for your area

The "R" is a symbol for thermal resistance and it is a measurement of how well the insulation can withstand heat flow. The more high the R-value, more efficient the insulation.

  • Zone 1 Zone 1 Auckland & Northland - ceiling R 2.9 in the underfloor, 1.3
  • Zone 2 – The rest of the North Island except Taupo and the Central Plateau – ceiling R 2.9 and underfloor R 1.3

Breaker Bay Moisture Ingress & Drainage

Making sure your rental property is protected from moisture isn’t just about the inside It’s about having to ensure there is somewhere to allow surface, rain as well as groundwater to move and to prevent it from getting into the building. When it concerns damp and moisture it’s usually not apparent that it could be a huge problem, causing the property to suffer and affecting the tenant’s well-being.

Rental properties must be equipped with efficient drainage for the removal of floodwaters, surface water and ground water, including an appropriate runoff or outfall. Making sure that the water has a place to go, and it isn’t allowed to remain beneath buildings is an essential part of maintaining your property’s dry.

Alongside a drainage system to avoid the ingress of moisture, if your property has an enclosed space between your floor and the ground, a ground moisture barrier must be installed if it is reasonably practicable to do so.

Ground moisture barriers are generally made of polythene and is laid on top of the ground to stop any moisture from the ground from getting into the structure. It also assists in preventing any damage to your underfloor insulation.
