When Do I need to be in compliance with requirements of the Healthy Homes Standards?

Breaker Bay Healthy Homes Compliance Timeframes

Tenancies that were signed between 1 July 2019 to the 30th June in 2021

  • Underfloor and ceiling insulation is compulsory in all Breaker Bay and New Zealand rental homes where it’s reasonably practicable to install.
  • A Healthy Homes Intent to Comply Statement along with an Insulation Declaration and an Insurance Statement should be included with any renewal, new or altered tenancy contract.
  • Property managers and landlords must keep records that prove the compliance with each Healthy Homes Standards that apply or will be in force during the tenancy of their rental properties.

Starting 1 July 2021

  • Property managers and private landlords must ensure their rental properties conform to the Healthy Homes Standards within 90 days of a newly renewed, extended or changed Tenancy.
  • All the boarding houses (except Kainga Ora and registered Community Housing Provider boarder household tenancies) are required to comply with Healthy Homes Standard regardless of the date the tenancy was started.

Starting 1 July 2023

  • All households that are rented out to Kainga Ora (formerly Housing New Zealand) and Community Housing Providers that are registered must be in compliance with the Healthy Homes Standards regardless of the date the tenancy was started.

From 1 July 2024

  • All rentals houses must be in compliance with the Healthy Homes Standards regardless of the time of the first day of tenancy.

For most homes, larger fixed heating systems such as heat pumps, wood burners, pellet burners or flued gas heaters will be required. However, in some cases like small apartment buildings the smaller fixed electric heater may suffice.

If your living space already has a fixed heating source like heat pumps, it might require a top up in order to comply with the standards. Some types of heaters can’t be utilised to meet the quality as they are either not effective, cost prohibitive to operate and/or unhealthy to run.
