Since the 1st July of 2021, if a new or renewed lease is entered into on the Breaker Bay rental property, all Healthy Homes compliance work must be taken care of by the end of 90 days.

Failure to adhere to one of the Healthy Homes Standards by the end of the anticipated timeframe could result in an amount of $7200. Healthy homes are important

What are the reasons why Healthy Homes Compliance so Important?

About 1 in 3 households rent the property in New Zealand and Breaker Bay, and research indicates that rental houses tend to be older, colder, have less efficient heating and have lower standard than those owned by owners.

Moldy, damp and cold homes are associated with negative well-being outcomes, particularly diseases like colds and asthma, as well as heart diseases. Additionally, those who report at least four major home quality issues often suffer from lower levels of satisfaction with life and a decrease in psychological well-being.

Enhancing the standard of Breaker Bay rental property can help tenants enjoy better mental and physical health and minimise the disruptions to their work, education and daily life because of diseases. Your investment is also better protected from mildew, mould and damp , which means less costs of maintenance in the long-term.

The Healthy Homes Standard is a listing of minimum and specific standards for heating, insulation, Ventilation, Moisture Ingress and Drainage, and Draught Stopping for Breaker Bay rental properties.

Unreasonable Gaps & Holes

Draught Stopping Breaker Bay

Draughts are a major cause of low temperatures inside households. A humid home costs more to heat, which means wasting energy and incurring higher costs.

If a draught is felt from unreasonable gaps or holes the area requirements to be sealed.

What are unjustifiable gaps or holes?

If you can feel external air getting in, or see a clear draught from a hole or gap and you can feel it, it is probably a gap or crack that needs sealing in some way. Large gaps and cracks should be stopped permanently. Any gaps greater than 3mm that allow air in or out of your home need seals. In the case of an open fireplace is not in use, it may cause draughts and should be blocked from. Property managers and landlords are accountable for ensuring such draughts are eliminated as far as possible.

You don’t require to block off holes or gaps in the construction. For example, tiny gaps around doors and windows may be required to allow for movement of the structure when the house warms and cools in order to let them be shut and opened, rather than sticking. We will check every window and door in your Healthy Homes assessment of your rental property.

Adequate heaters are important to ensure healthy houses

Heating Breaker Bay

Rental properties in Breaker Bay require a reliable source of heat that can heat the largest or main living room to at least 18 degrees Celsius, even on the winter coldest days. This is the minimum temperature indoors suggested by the World Health Organisation for people’s physical health as well as their mental health.

The heating source needs that it be permanently fixed (i.e., not portable), at least 1.5 kW of heating capacity, and it must have the minimum requirement for heat capacity in the living area. A Heating Assessment Tool may be used to check if the installed heater(s) are adequate or whether you will require to ‘top up’ with an additional heater. Open fires and unflued combustion heaters, such as the portable LPG bottle heaters aren’t considered to be safe heating options under the Healthy Homes Standard.

If the heating that you provide is an electric heater or heat pump it should have the thermostat. This makes the heating more uniform and efficient. For the majority of homes, bigger fixed heating systems such as wood burners, heat pumps, pellet burners or flued gas heaters will be required. In certain situations, like small apartment buildings small apartments, a smaller electric fixed heater may be sufficient.

If your living space already has a fixed heating source, like the heat pump, it may need a top up to be able to meet the standards. Certain types of heaters cannot be used to achieve the standard since they’re either not efficient, cost prohibitive to operate and/or unhealthy to run.

Ventilation Breaker Bay

Each liveable space in a rental property must include at least one open doors or windows to provide natural airflow. In addition, humid areas such as kitchens or bathrooms should be equipped with an externally vented extractor to take moisture away.

The ventilation standard is all about acknowledging that dried air can be easier to heat, and that the property that is properly ventilated is less likely to develop damp and mould.

Living rooms, bedrooms, kitchens, and dining rooms are considered to be liveable spaces. Spaces that connect, such as the hallway are not considered liveable and therefore do not require an opening window or door.

Every window, door or skylight needs for them to be in a position open to the outside while remaining set in an opening position, allowing the circulation of fresh air and ventilation.

All bathrooms and kitchens and any other area in your home with a bath, shower, cooktop or other high water-generating appliance will require appropriate extractor fans which are vented out to the outside. We offer a Healthy Homes Assessment service will verify that there is enough ventilation throughout the living spaces, including suitable extractor fans in high moisture areas.

Insulation Breaker Bay

The insulation of the ceiling and underfloor is a requirement for all rent houses as of July 1st, 2019. All landlords and property managers must make sure the insulation meets this new standard. In some instances, an existing insulation on the ceiling or in the sub floor space might require to be topped up or replaced.

A well-insulated property can help control condensation and reduce the chances of mould and dampness and it will make it easier for the house to hold warmth.

Insulation requirements to be in compliance with the R-values required for your area

The "R" stands for thermal resistance and it is a measurement of how well the insulation can withstand heat flow. The more R-value is higher, the more effective the insulation.

  • Zone 1 Zone 1 Auckland & Northland Ceiling R 2.9, underfloor R 1.3
  • Zone 2 – all part of North Island except Taupo and the Central Plateau – ceiling R 2.9 underfloor R 1.3
  • Zone 3 Zone 3 North Island Taupo, Central Plateau and the entire South Island – ceiling R 3.3 below floor R 1.3

Breaker Bay Moisture Ingress & Drainage

Making sure your rental property is protected from water damage isn’t only about the interior of the building but you must make sure there is somewhere for surface and ground water to go, and also stop it from getting inside. When it comes to moisture and damp it’s often what you don’t see that could become a major issue and cause damage to your investment and harming your tenant’s health.

Rental properties must have efficient drainage to get rid of the stormwater and surface waters and ground water, which includes the proper outfall or runoff. Making sure that the water has a place to go, and also that it doesn’t sit beneath buildings is an essential part of keeping your property dry.

In addition to an irrigation system to stop moisture from entering, if your rental is enclosed between floorboards and ground, a ground moisture barrier must be constructed if it’s reasonably practicable to install it.

The ground-moisture barrier generally an insulating sheet of polythene laid over the ground, in order to block any moisture present in the ground from getting into the structure. It also helps to prevent moisture damage to the underfloor insulation.
