The harshest penalties are given for the most serious breaches, and landlords with at least six rental properties could receive fines of up to $50,000, and as much as $100,000 in hearing claims.

Unreasonable Gaps & Holes

Draught Stopping Aro Valley

Draughts can lead to dropping temperatures within homes. A damp home is more expensive to heat, which completed jobs in wasting energy and incurring higher costs.

If a draught can be noticed from gaps that are not adequate or holes that it requirements to be sealed.

What are the most unreasonable gaps or holes?

If you are able to feel external air flowing in or an unobstructed draught coming from a gap or hole that is, it’s likely to be a gap or crack that needs sealing in some way. Cracks and gaps that are large should be permanently stopped. Gaps greater than 3mm that allow air to enter or exit of the house require to be sealed. For example, if the open fireplace isn’t in use it can cause draughts and should be blocked off. Property managers and landlords are responsible for ensuring that these draughts are stopped whenever imaginable.

There is no need to block gaps or holes that are part of the construction. For example, tiny gaps around doors and windows might be necessary to allow for the movement of the structure when the home warms and cools so that they can still be closed and opened instead of instead of being stuck. We will examine all windows and doors as part of our Healthy Homes assessment of your rental property.

Heating Aro Valley

Rental properties in Aro Valley must have a fixed heating source that can warm the largest or main living room to at least 18degC even on the most coldest days of the year. This is the minimum temperature indoors recommended by the World Health Organisation for people’s physical well-being and mental wellbeing.

The heating source needs that it be permanently fixed (i.e., not portable) and at least 1.5 horsepower in capacity, and meet the minimum capacity for heating required for the main living space. The Heating Assessment Tool can be used to check if the existing installed heater(s) are sufficient or if you’ll require to "top up" by adding a second heater. Unflued combustion and open fire heaters like mobile LPG bottle heaters are not considered to be acceptable heating options under The Healthy Homes Standard.

If the heating you provide is electric heating or heat pump then it must be equipped with the thermostat. This will help make the heating more reliable and effective. For the majority of homes, bigger fixed heating devices such as wood burners, heat pumps pellet burners, flued gas heaters will be required. In some instances, like small apartments the smaller fixed electric heater may suffice.

If the living area already has a permanent heating source, like a heat pump, then it might just require some additional energy in order to comply with the standards. Certain kinds of heaters cannot be used to comply with the standard since they’re either expensive, inefficient and/or unsafe to run.

Ventilation Aro Valley

Each liveable space in a rental house must have at least one opening doors or windows to provide natural ventilation. Furthermore, moist areas such as kitchens and bathrooms need to have an venting fan outside to take moisture away.

The ventilation standard is all about acknowledging it is that dried air can be less difficult to heat and that a well ventilated rental property will be less prone to developing damp and mould.

Bedrooms, living rooms, kitchens and dining rooms are considered liveable spaces. Spaces that connect, such as the hallways are not liveable and are not require an opening door or window.

Each window, door or the skylight needs for them to be in a position of opening to the outside, but remain at an open angle in order to allow ventilation and fresh air ventilation.

All bathrooms and kitchens and any other area in your home with a bath, shower or cooktop, or any other humidity-generating items will need adequate extractor fans that can be vented to the outside. The Healthy Homes Assessment service will ensure that there is sufficient air circulation in every living space with the right extractor fan for areas that are high in moisture.

The insulation of the ceiling and underfloor has been compulsory on all rental houses since July 1, 2019. Property managers and landlords must ensure the insulation meets current quality. In some instances, old ceiling insulation as well as insulation within the subfloor space might require to be filled with or replaced.

A well-insulated property will help to control condensation and lower the chance of mould and damp, and also makes much easier to allow the household to retain heat.

Insulation needs to meet the R-values for your area

The "R" is a symbol for thermal resistance, and it is a measurement of how well the insulation withstands heat flow. The more R-value is higher, the higher the standard of insulation.

  • Zone 1 - Auckland & Northland Ceiling R 2.9 in the underfloor, 1.3
  • Zone 2 – the remainder of the North Island except Taupo and the Central Plateau – ceiling R 2.9 and underfloor R 1.3
