Fines for Failing to Comply

Since the 1st July of 2021, once a new or renewed tenancy is signed for an Arakura rental property, all Healthy Homes compliance tasks have to be finished within 90 days.

Tenancies established from 1 July 2019 to the 30th June in 2021

  • Ceiling and underfloor insulation is mandatory in all Arakura and New Zealand rental houses where it’s reasonably practicable to install.
  • A Healthy Homes Declaration of Intent, an Insulation Statement and an Insurance Statement should be included in any renewal, new or varied tenancy agreement.
  • Property managers and landlords must keep records to demonstrate the conformance to any Healthy Homes Standard that apply or will be applied during the tenure of the rental property.

Beginning 1 July 2021

  • Property managers and private landlords must ensure their rental properties conform to the Healthy Homes Standard within 90 days of any new, renewed , or altered tenant.
  • All boarding houses (except Kainga Ora and Community Housing Providers with registered for boarding household tenancies) are required to comply with Healthy Homes Standards regardless of when the tenancy began.

Beginning 1 July 2023

  • All houses that are rented out from Kainga Ora (formerly Housing New Zealand) and Community Housing Providers that are registered must comply with the Healthy Homes Standards regardless of the date when the tenancy started.

From 1 July 2024

  • All rentals houses are required to comply with Healthy Homes Standard regardless of when the tenancy began.

Heating Arakura

Arakura rental properties should have a permanent source of heating that is able to heat the largest or main living room to at least 18degC, even on the coldest winter days. If your main living space already has a fixed heating source such as the heat pump, it may require an update in order to comply with the standards. Some types of heaters can’t be used to meet the quality as they are either inefficient, unaffordable to operate and/or unhealthy to run.

Ventilation Arakura

Each liveable space in a rental property must include at least one open windows or an exterior door to offer natural ventilation. In addition, high moisture areas such as kitchens and bathrooms need to have an externally vented extractor fan that can eliminate moisture.
