Fines for Failing to Comply

Since the 1st July of 2021, once a new, renewed or varied contract is signed on an Arakura rental property, all Healthy Homes compliance work must be completed inside of 90 days.

Arakura Healthy Homes Compliance Timeframes

Tenancies commenced beginning on 1 July 2019 to 30 June 2021

  • Ceiling and underfloor insulation is required to all Arakura and New Zealand rental homes where it is reasonably practicable to install.
  • A Healthy Homes Declaration of Intent as well as an Insulation Statement, and an Insurance Statement must be included with any new, renewed or altered tenancy contract.
  • Property managers and landlords are required to keep records of their the compliance with any Healthy Homes Standards that apply or will be applicable during the tenure of your rental home.

From 1 July 2021

  • Private landlords and property managers are required to ensure that their rental properties are in compliance with the Healthy Homes Standards within 90 days of any new, renewed , or altered lease.
  • All boarding households (except Kainga Ora and Community Housing Providers with registered for boarding household tenancies) must meet the Healthy Homes Standards regardless of the time the tenancy began.

Beginning 1 July 2023

  • All homes that are rented out through Kainga Ora (formerly Housing New Zealand) and registered Community Housing Providers must be in compliance with the Healthy Homes Standards regardless of the date when the tenancy started.

From 1 July 2024

  • All rentals houses have to meet the Healthy Homes Standards regardless of when the tenancy began.

If your living space already has a central heating source, such as heat pumps, it may require some additional energy in order to comply with the standards. Certain kinds of heaters aren’t able to be used to achieve the standard since they’re either not efficient, cost prohibitive to operate and/or unsafe to run.
