Fines for Failing to Comply

From the 1st of July in 2021, when a new, renewed or varied tenancy is signed on an Arakura rental property, all Healthy Homes compliance work have to be taken care of by the end of 90 days.

Tenancies that were signed beginning on 1 July 2019 and the 30th June in 2021

  • Ceiling and underfloor insulation is mandatory to all Arakura and New Zealand rental houses where it is reasonably practicable to put in.
  • A Healthy Homes Statement of Intent to Comply along with an Insulation Declaration and an Insurance Statement must be included in any new, renewed or varied tenancy agreement.
  • Property managers and landlords are required to keep records to demonstrate the compliance with all Healthy Homes Standards that apply or will be applicable during the tenure of the rental property.

Starting 1 July 2021

  • Property managers and private landlords are required to make sure their rental properties comply to the Healthy Homes Standard within 90 days of any new, renewed or varied tenancy.
  • All the boarding houses (except Kainga Ora and registered Community Housing Provider Boarding home tenancies) must comply with the Healthy Homes Standard regardless of when the tenancy began.

Starting 1 July 2023

  • All homes that are rented out to Kainga Ora (formerly Housing New Zealand) and registered Community Housing Providers must be in compliance with the Healthy Homes Standards regardless of when the tenancy first began.

Starting 1 July 2024

  • All rentals houses must be in compliance with the Healthy Homes Standard regardless of when the tenancy began.
